
On Friday, University of South Florida President Moez Limayem rolled out a sweeping leadership shakeup, rearranging research, national security and communications roles in a bid to position the university for growth. It is his first major reorganization since taking office earlier this year and it brings new reporting lines, interim appointments and a sharper emphasis on research and external partnerships. Limayem presented the overhaul as a way to accelerate USF's research and innovation efforts and to better coordinate work across campuses, signaling a shift from transition mode to full-on execution.
As reported by the Tampa Bay Business Journal, the restructuring marks Limayem's first major organizational reset since he became president in February, and it ties directly to his broader strategic objectives and forthcoming leadership searches. University officials say the shakeup is designed to speed up decision-making and improve coordination across USF's Tampa, St. Petersburg and Sarasota-Manatee campuses.
Research And National-Security Units Move To The Front
In a message to the USF community, Limayem said the national search for a vice president for research will continue, but the role will now report directly to the president as USF pushes toward a goal of $1 billion in annual research awards. He also announced that the Global and National Security Institute and the Institute of Applied Engineering will be brought together under unified leadership, with Taylor Johnston tapped to lead the combined operation.
Cyber Florida will shift to reporting under Provost Prasant Mohapatra's office, and Sriram Chellappan has been appointed executive director of Cyber Florida. The university described that move as a way to tighten the links between education, workforce development and applied research, according to USF.
Communications, Partnerships And Sarasota-Manatee Get A Reset
Limayem also detailed a round of leadership changes outside the research arena. He thanked outgoing leaders and confirmed that Dan Caterinicchia will step down from University Communications and Marketing. Adam Freeman will serve as interim chief marketing officer and vice president while a national search is conducted for a permanent hire.
Senior Vice President Eric Eisenberg will remain in his role through the fall, then take a professional leave in January before returning to the faculty as USF evaluates how its Office of Strategic Partnerships can best support long-term priorities. Limayem further appointed Jean Kabongo to lead the Sarasota-Manatee teach-out site as that campus moves to a more limited academic footprint. “Great universities never stand still,” Limayem wrote, using the line to frame the leadership moves, per USF.

Limayem has been laying the groundwork for this shift since launching a new strategic-plan process in June, and the restructuring puts specifics behind that plan by aligning people and units around research, defense partnerships and technology transfer. Centralizing applied-research programs and elevating research oversight are meant to help USF compete more effectively for federal funding and industry partnerships that bring jobs and investment to the region.
