A Virginia pastor is facing criminal charges after Pennsylvania State Police say he repeatedly sent sexually explicit photos to a York County teenager for more than a year. Investigators say the contact began after the pastor delivered a sermon at the boy’s church and continued into late 2025. Troopers now say they believe other children may also have received images.
Pennsylvania State Police announced that 46-year-old Kenneth Baldwin of Alexandria, Virginia, was arrested and charged with unlawful contact with a minor, indecent exposure, open lewdness and related offenses, according to NBC10 Philadelphia. Police say the investigation began on May 2 after a 17-year-old York County boy reported receiving explicit images. Officials told reporters the case remains active.

According to reports, Baldwin met the teen in November 2024 when he preached at the boy’s church. The two exchanged cell phone numbers afterward and began regular communication. State police say the messages and images continued through December 2025.
