Harris County Precinct 4 deputies are asking for the public’s help tracking down a man they have labeled a “neighborhood predator” after two unsettling incidents at an apartment complex off Windfern Road. Residents reported the man was first seen late at night peering into a tenant’s window, then later walking through the complex in daylight while exposing himself.
Constable’s Office Releases Case Details
According to Mark Herman, Harris County Constable Precinct 4, deputies have opened case number 2607-02400 after multiple calls from an apartment complex in the 13000 block of Windfern Road inside the Reid Road Municipal Utility District. The constable’s post notes that investigators are working to identify and arrest the man. Anyone with information or video is urged to call the precinct’s 24-hour dispatch at 281-376-3472, and officials say tips can be submitted anonymously.

Constable Pct4 is asking residents in the area to review doorbell and security-camera recordings for anything that might help the investigation. The office is also steering locals to its "C4 NOW" mobile app, which offers live feeds and public safety alerts. The precinct’s website lists the same 24-hour dispatch line along with additional ways to submit tips or request extra patrols around the Windfern complex.
Precinct 4’s Recent Enforcement

In May, KPRC Click2Houston reported that an undercover operation involving Precinct 4 led to the arrest of a suspect accused of grooming a 13-year-old.
Investigators say they are still working to put a name to the man seen at the Windfern complex and take him into custody. No name or booking information has been released at this time, according to Mark Herman, Harris County Constable Precinct 4.
