A Winter Park man is facing 24 felony counts after a months-long digital investigation led Seminole County detectives to a home where investigators say they found child sexual abuse material and videos depicting sexual activity with animals. Colin Liam Moaratty was arrested Tuesday and booked into the John E. Polk Correctional Facility, according to the arrest report.
According to WFTV, the charges include 20 counts of possession of child pornography and four counts of possessing images or videos depicting sexual activity with animals. Deputies said they found at least 20 files on Moaratty’s iPhone and at least four videos depicting bestiality, though the allegations have not been proven in court.
Cybertip trail led detectives to Winter Park home
The investigation began March 6 after an electronic service provider sent a CyberTipline report to the National Center for Missing and Exploited Children. Investigators later tied five additional reports to the same internet protocol address, including one involving material allegedly uploaded in November 2025.
Investigators said an IP address connected to a home on Sugarwood Circle was used to access the service about two minutes before one upload. A judge approved a search warrant Friday, and Seminole County detectives executed it Tuesday, according to the arrest report.
Separate South Carolina case was already pending
Moaratty was already facing a separate case in South Carolina. The South Carolina Attorney General’s Office announced in February 2025 that he had been arrested on eight counts tied to the sexual exploitation of a minor, including three second-degree and five third-degree charges.
In the Florida case, the arrest report lists no bond on the 20 child-pornography counts and a combined $10,000 bond on the four animal-related charges, WFTV reported. The report also says Moaratty was out on bond in the South Carolina case when he was arrested in Seminole County.
What Florida law says about the charges
Florida law prohibits knowingly possessing or controlling material depicting a minor engaged in sexual conduct, with each image or presentation treated as a separate offense under the state’s child-exploitation statute. A separate animal-related statute also bars knowingly filming, distributing, or possessing pornographic images or videos showing a person and an animal engaged in prohibited sexual activity, according to the Florida Legislature.
Moaratty is presumed innocent unless and until proven guilty in court. The Florida case remains pending.
