A car was hit by the gunfire, and a handgun was recovered nearby a short time later, but no injuries were reported.
According to WMTV 15 News, officers were already working the downtown beat when they heard the shots fired early Sunday. Police say a car was struck by gunfire, and officers asked nearby business employees to keep an eye out for a weapon before locating a gun downtown a short time later. The station reports the case remains under investigation by the Madison Police Department's Violent Crime Unit, with no arrests announced. Separately, WKOW independently reported approximately 10 shots were fired in the same block, corroborating that a handgun was recovered nearby with no injuries reported.
A Block Packed With Students, Steps From Campus
The 400 block of North Frances Street sits in a dense corridor between State Street and University Avenue, less than two blocks from the UW-Madison campus, according to Antunovich Associates, the architecture firm behind the Hub Madison development that anchors the area. The block is home to major student residential buildings, meaning gunfire there carries added risk given the heavy late-night foot traffic typical of the neighborhood. It's also a stretch MPD has patrolled closely for years, including during a June 2018 arrest for substantial battery made during late-night foot patrols in the same area, per the Associated Press.
The Violent Crime Unit now leading the Frances Street case is the department's specialized division for major felony offenses, including homicides, non-fatal shootings, and aggravated assaults citywide, per the Wisconsin State Journal. Its involvement here reflects standard protocol for a shooting that struck a vehicle, even though no one was hurt.

Citywide crime data released by the City of Madison in March showed MPD officers responded to 117 shots-fired calls in 2025, a 10.7% drop from 2024 and a 24% decline compared to the city's three-year average. Potential Charges If a Suspect Is Identified
Should investigators identify whoever fired the shots, Wisconsin law offers a couple of avenues for prosecution. Under Wisconsin Statute § 941.20, discharging a firearm in a way that endangers public safety can be charged as a Class F felony, carrying up to 12.5 years in prison and $25,000 in fines, according to the Van Severen Law Office. Separately, Wisconsin Statute § 941.30(1) classifies first-degree recklessly endangering safety as a Class F felony when conduct shows utter disregard for human life, a charge that can apply even when gunfire strikes a vehicle without injuring anyone.
Several questions remain unresolved as detectives continue their work.
