A 35-year-old Albany woman was arrested Thursday after the FBI accused her of pledging allegiance to ISIS online and plotting an attack on the New York State Capitol building. Federal authorities say Jessica Bowie began planning the attack in July, but agents intervened before any physical breach or violence occurred.
According to a criminal complaint filed by the FBI, Bowie communicated online and allegedly pledged allegiance to ISIS to investigators tracking the case, as reported by ABC7 News. The complaint alleges she began planning the attack on the Capitol building in Albany last month, though the outlet's report does not detail what specific materials, if any, investigators say she acquired. Bowie was taken into custody Thursday, and the case is being prosecuted as a federal terrorism matter.
A Familiar Task Force With a History of Foiled Plots
The case falls under the jurisdiction of the FBI's Albany Joint Terrorism Task Force, a multi-agency unit that has handled some of Upstate New York's most serious terrorism prosecutions. The task force previously investigated a 2006 case in which two Albany men received 15-year federal prison sentences for attempting to provide material support to a terrorist group, according to the Federal Bureau of Investigation. In a separate case between 2013 and 2015, two Upstate New York men were convicted for conspiring to build a remote-controlled radiation weapon, a scheme the joint investigation disrupted before the device could be activated, per the U.S. Department of Justice.
Federal officials describe homegrown violent extremists — people radicalized online inside the U.S. without direct physical direction from a foreign group — as posing one of the most immediate terrorism threats the country faces. The FBI has said encrypted platforms accelerate that kind of recruitment. That assessment was echoed during a March hearing of the U.S. Senate Select Committee on Intelligence, where federal officials testified that even as foreign terrorist organizations like ISIS suffer military setbacks abroad, decentralized online radicalization pathways continue to drive homeland security concerns.
What Bowie Could Face in Federal Court
Material support charges under 18 U.S.C. § 2339B, the statute governing support for designated foreign terrorist organizations, carry penalties of up to 20 years in federal prison per count, or up to life imprisonment if a death results from the offense, according to the Legal Information Institute. The law stems from the Antiterrorism and Effective Death Penalty Act of 1996.
Because the charges involve alleged material support tied to terrorism, Bowie faces a rebuttable presumption of pretrial detention under the Bail Reform Act, meaning release on bail is highly uncommon in cases like hers, per the U.S. Department of Justice. Initial proceedings are expected to unfold before magistrate judges in the U.S. District Court for the Northern District of New York, where she is likely to remain in federal custody as the case moves forward.
Capitol Security Amid Ongoing Construction
