A restaurant known for fiery, coastal South Indian cooking has planted its second flag in Pasco County, opening a Lutz location at 24726 State Road 54 in a storefront that once housed Rice N' Beans Express. Bhimavaram Ruchulu, owned by Kumaravel Chinnthambi, who goes by Kumar, serves mostly southern Indian cuisine built around fresh ingredients and time-honored cooking techniques, with a menu heavy on Andhra Pradesh specialties rarely found on typical North Indian restaurant menus.
The new spot opened roughly a year after the original Temple Terrace location debuted, according to Neighborhood News Online, whose reviewers Gary Nager and Charmaine George visited the Lutz location and came away impressed with the food. The Rice N' Beans Express brand didn't vanish from the area entirely — the Puerto Rican chain simply consolidated its local operations at its larger venue on Wesley Chapel Boulevard, clearing the way for Bhimavaram Ruchulu to move into the SR 54 spot.
The restaurant's name itself tells a story about the cuisine on offer. Bhimavaram is a major city in Andhra Pradesh's West Godavari district known for coastal seafood curries and spicy non-vegetarian dishes, while Ruchulu translates to “tastes” or “flavors” in Telugu, according to background compiled by Carr Signature Premier Group. That distinction matters on a menu built around dishes like Konaseema Kodi Vepudu, Bhimavaram Fish Fry, and Nellore Shrimp Vepudu, regional specialties the Lutz location highlights on its Uber Eats listing.
What's on the Plate at the New Lutz Spot
Nager and George sampled a range of dishes during their visit and found the food excellent overall, per the Neighborhood News Online review. The tandoor whole white fish stood out as a signature oven specialty, while the Br Special Boneless Chicken Biryani arrived with shredded chicken settled near the bottom of the bowl and a flavor profile the reviewers described as not overly spicy.
Other dishes leaned into more intense heat. The Gobi 65, a Hyderabad-style fried cauliflower dish, was noted as very spicy, while the Chicken Manchurian offered a semi-spicy, semi-sweet balance, coated in a thick ginger-garlic soy gravy. The reviewers also preferred the chili garlic naan, calling it medium-spicy, over a plainer garlic version, and found the Paneer Tikka Masala — built on Indian cheese — creamy and mildly spicy by comparison.
A Corridor Feeding a Fast-Growing Community
The Lutz opening lands on a stretch of State Road 54 near the Suncoast Parkway and U.S. Route 41 that has seen a wave of new restaurant openings in mid-2026, according to Carr Signature Premier Group. Tampa-based drive-thru salad concept Greenlane also expanded onto the corridor this year, at 19099 Wingshooter Way, part of a broader submarket dining surge in the area.
That growth tracks with sharp demographic shifts in Pasco County. The Indian American population there roughly doubled between 2015 and 2023, growing nearly six times faster than the county's population overall, according to reporting from AAJA Voices. Nearby Wesley Chapel is home to Anand Vihar, a 167-home residential community built specifically for Indian American retirees 55 and older, the outlet reports. Census estimates cited by Point2Homes show Asian residents make up more than 7% of Wesley Chapel's population, underscoring a customer base that has been building for years before Bhimavaram Ruchulu's expansion.
Catering and Roots Back in Temple Terrace
Bhimavaram Ruchulu is known for freshly ground authentic South Indian spices and traditional recipes, and the business specializes in catering for large parties, family gatherings, corporate events, weddings and other special occasions. The original Temple Terrace location, at 10938 N. 56th St., includes a dedicated event space that can accommodate gatherings of up to 100 people, according to the restaurant's own site.
That Temple Terrace flagship sits near a stretch of North 56th Street that Hoodline has tracked as a growing hub for international dining, including the halal burger spot Haddaburger and other new concepts feeding USF-area demand. Whether Kumar plans to eventually bring the weekend live street-food counters featured at the Temple Terrace location, including its Pani Puri setup, to the new Lutz storefront remains an open question as the second location settles into its new corridor.
