
A seven-story, 81-unit mixed-use development has broken ground near the intersection of Wilshire Boulevard and Westgate Avenue in West Los Angeles, transforming a stretch of the Brentwood corridor that had sat as a shuttered restaurant and surface parking lot for years. The project at 11905 Wilshire Boulevard broke ground on August 25, bringing new housing, retail and dining space to the neighborhood.
The site's path to construction began in September 2021, when an entity affiliated with Radha Hotels USA acquired the property — at the time home to a shuttered one-story commercial building, a vacant restaurant and a surface parking lot — for $13.5 million, according to Urbanize LA. Radha Group now owns the development, and the firm's co-leader, Srinivasan Radhakrishnan, said the company is committed to making a long-term investment in the communities it serves, per WhatNow. Radha Group aims to create lasting value through its projects, the outlet reports.
From Vacant Lot to Fully Entitled Project
Architect Carrier Johnson + CULTURE designed the seven-story, podium-style building to include 81 studio, one-bedroom and two-bedroom apartments alongside ground-floor commercial space, a gym, a plaza and outdoor amenity decks on the third and seventh floors, per the same Urbanize LA account. Official Los Angeles City Planning filings describe the development spanning addresses 11903 through 11913 West Wilshire Boulevard, with a 66,166-square-foot floor area that includes 3,047 square feet of retail and 971 square feet of restaurant space, along with 105 parking stalls.
Initial entitlement filings landed with the Department of City Planning in September 2022, and the Los Angeles City Council adopted environmental clearance for the project under a Sustainable Communities Environmental Assessment in April 2024, according to the report. Environmental planning documents estimated a 24-month construction timeline, during which initial architectural plans went through value engineering that adjusted exterior stucco and glass finishes while preserving the planned open plazas and outdoor decks, the report notes.
A Density Bonus Trade-Off for Affordability
The 11905 Wilshire development taps California density bonus incentives to build larger than standard zoning would otherwise allow, and in exchange, the project sets aside 9 of its 81 residential units for very low-income households. Under California's Density Bonus Law — Government Code Section 65915, expanded via Assembly Bill 2345 in 2021 — developers can secure density increases of up to 50% by reserving at least 15% of units for very low-income tenants, or a 35% bonus for an 11% set-aside, according to Gibson Dunn.
Per WhatNow's report, the building will also include one level of underground parking and is described as a luxury mixed-use development. Build Group has been selected as general contractor for the project, per Business Wire, and will work alongside the ownership, development and design teams. Andrew Clark said the team appreciated the opportunity to bring Radha MFH CAL and Willow Street Capital's vision to life, calling 11905 Wilshire a complex, design-focused development requiring careful coordination, WhatNow reports. Cumming Group is providing project management support, according to the outlet.
Brentwood's Slow-Building Housing Wave
Willow Street Capital, led by Managing Principal Naomi Mirsky, is serving as development partner on the project. Mirsky said the team wants to create an attractive development that fits into the neighborhood, according to WhatNow, and Willow Street Capital has said it aims to make a positive contribution to the community.
The development joins a small but growing list of multifamily projects along Brentwood's Wilshire Boulevard corridor, including the 81-unit Picasso Brentwood mixed-use complex completed in 2019 and a proposed 23-story residential tower at 11701 Wilshire Boulevard, Urbanize LA reports. Brentwood has historically seen far less new multifamily construction than central Los Angeles submarkets, making the 11905 Wilshire groundbreaking notable for the neighborhood's pace of change.
The project also fits into a broader pattern of commercial-to-residential conversion reshaping Westside transit corridors. Hoodline previously reported on Douglas Emmett's May proposal to convert an office tower and parking lot at 10900 Wilshire Boulevard into 320 residential units in nearby Westwood, part of a wave tied to the ongoing extension of Metro's D Line subway that is accelerating residential planning across West Los Angeles.
