A search for suspicious juveniles in hoodies and face coverings shut down part of a Cypress neighborhood Thursday afternoon, with deputies setting up a perimeter near Montaigne Drive and Laffite Drive as a Texas Department of Public Safety helicopter circled overhead. By the time the dust settled, authorities had a female juvenile in custody — and it turned out she wasn't just fleeing arrest, she was a missing runaway.
The search began after Constable Mark Herman's office responded to a report of suspicious juveniles wearing hoodies and face coverings in the neighborhood, according to a live update from Harris County Constable Precinct 4. Deputies established a perimeter in the area of Montaigne Drive and Laffite Drive and asked residents to remain alert and avoid the immediate area while they searched for a male suspect who had fled from deputies on foot. DPS air support assisted constable deputies from above as the search unfolded.
The helicopter involved was identified as DPS 102, part of the Texas Department of Public Safety's air support unit that helped establish the perimeter and track movement on the ground, according to the same Facebook update. Deputies ultimately took a female juvenile into custody near Montaigne Drive and Laffite Drive on suspicion of evading arrest. Investigators later determined she had previously been reported as a missing runaway.
How Deputies Pieced It Together
Texas procedures require law enforcement agencies to immediately log a missing or runaway child's record into the National Crime Information Center database, a federal system that let deputies quickly connect the detained teen to an existing missing-persons report, per the Texas Legislature Online's statutory language. That database check appears to explain how a foot-pursuit arrest for evading turned into the recovery of a missing child within the same encounter.
Fleeing on foot from a peace officer lawfully attempting an arrest or detention is a Class A misdemeanor under Texas Penal Code § 38.04, carrying up to a year in county jail and fines as high as $4,000, according to Brian Foley Law. Separately, Texas Penal Code § 25.06 makes it a Class A misdemeanor to knowingly harbor a missing runaway child without notifying law enforcement or guardians within 24 hours, a statute that could carry weight if anyone sheltered the teen before she was found.
Inside the Bonaire Subdivision
Montaigne Drive and Laffite Drive sit within Bonaire, a residential subdivision of roughly 1,175 single-family homes in the 77429 zip code of Cypress, in Northwest Harris County, according to Realtor.com. The subdivision isn't unfamiliar with Precinct 4 activity — deputies responded to the 14100 block of Montaigne Drive back in February for a felony elder abuse call, arresting an adult male suspect accused of assaulting a 75-year-old victim, per the constable's office.
Cypress and other unincorporated pockets of Northwest Harris County have no municipal police department of their own, leaving Precinct 4 deputies and the Harris County Sheriff's Office to handle neighborhood patrol duties, as Hoodline has reported. Residents in the area learned about Thursday's search in real time through C4 NOW, Constable Mark Herman's proprietary mobile app built to push crime advisories and active search perimeter warnings directly to North Harris County communities, according to the Houston Chronicle.
Part of a Busy Stretch for Precinct 4
Thursday's foot pursuit lands amid a run of similar incidents for the constable's office. Just two days earlier, on August 11, Precinct 4 deputies and canine units chased down and arrested a fleeing suspect in a bayou in nearby northwest Harris County following a disturbance call, per Click2Houston. Earlier in August, deputies wrapped up a chase that ended safely at a Spring country store, and a separate pursuit that same week ended in a crash and felony DWI charges.
