Police in Desert Hot Springs arrested Richard Rodgers Jr. this week during a traffic stop after investigators saw him leave his home. Police then searched the residence and say they found more than 500 images of child exploitation inside. Officers booked Rodgers into Riverside County Jail, according to police.
Investigators saw Rodgers leave a home in the 64,000 block of Pierson Boulevard during the early morning hours of August 26 and pulled him over in a traffic stop, according to the Desert Hot Springs Police Department. Officers arrested Rodgers, then carried out a search warrant at the residence with members of the Riverside County Child Exploitation Team, a specialized task force that participated in the operation, as reported by NBC Palm Springs. Police say the search turned up more than 500 explicit images involving children inside the home.
Drone footage captured aerial views of the traffic stop and Rodgers being taken into custody, according to Action Eye News LIVE. Pierson Boulevard runs as a central east-west thoroughfare through Desert Hot Springs, anchoring municipal services, health clinics and residential neighborhoods along its route, according to background reporting.
Task Force Draws on Regional Resources
The Riverside County Child Exploitation Team, known as RCCET, is led by the Riverside County District Attorney's Bureau of Investigation and operates as an affiliate of the San Diego Internet Crimes Against Children Task Force, according to the Riverside County District Attorney's Office. The task force pulls in detectives from municipal departments across the county, including Desert Hot Springs, Murrieta, Beaumont, Blythe, Hemet and Riverside, along with county sheriff's deputies, according to the City of Murrieta.

Part of a Broader Enforcement Push
RCCET has been active across the region in recent months. In May, the task force led Operation Volcano, a yearlong multi-agency crackdown that identified over 500 suspected distributors of child sexual abuse material and led to 42 arrests countywide, according to the Riverside County District Attorney's Office. Desert Hot Springs has also seen RCCET activity closer to home. In June, detectives assigned to the task force executed another online child exploitation search warrant in the 9500 block of San Rafael Drive, resulting in child sexual abuse material charges against a 35-year-old local resident, according to the Desert Hot Springs Police Department.
Potential Charges
The available information does not establish whether California Penal Code Section 311.11 would apply, what penalties could follow under that law, whether 18 U.S.C. ยง 2252 would apply, or what federal penalties might be available.
It remains unclear what specific charges the Riverside County District Attorney's Office will ultimately file against Rodgers, whether federal agencies will pursue parallel charges given the volume of images reportedly found, or what bail amount, if any, has been set at Riverside County Jail. It is also not known whether forensic analysis of any seized digital storage media could reveal additional victims or a wider distribution network.
