Echo Park’s skyline is about to get a little more affordable: a seven-story apartment building with 189 income-restricted homes is now rising on Court Street. The Court Residences is planned for studios, one-bedroom and two-bedroom apartments for low- and middle-income households, with no on-site parking.
Visionary Developments marked the construction milestone in a LinkedIn update, saying the project is expected to deliver the 189-unit workforce-housing complex in the third quarter of 2027. Urbanize LA reports that construction began nearly a year ago, making the shift from site work to a visible building frame the project’s first major vertical milestone.
What’s Planned For Court Street
The project at 1540 W. Court Street will replace an existing duplex with an approximately 86,526-square-foot, 100% affordable housing development. The Los Angeles City Planning case record shows the project was approved on December 19, 2024, under the city’s streamlined affordable-housing process.
The building is being developed by Visionary Developments, with the project’s approvals allowing a larger structure than base zoning would otherwise permit in exchange for affordable housing. The plan also calls for a parking-free design, a tradeoff increasingly common in Los Angeles affordable housing projects intended to reduce construction costs and prioritize homes over vehicle storage.
How Los Angeles Is Fast-Tracking Affordable Housing
The Court Residences benefited from Mayor Karen Bass’ Executive Directive 1, which expedited approvals for 100% affordable housing projects and shelters. Los Angeles City Planning says the streamlining approach was later converted into a permanent Affordable Housing Streamlining Ordinance adopted in December 2025.
The project is also part of a larger Echo Park development push. Urbanize LA notes that the same project team is attached to a proposed apartment complex at 1275 Sunset Boulevard, while Visionary Developments has roughly 580 additional homes in its planning pipeline.
For nearby residents, the important change is now visible from the street: the project has moved beyond approvals, demolition and foundation work. If the developer’s schedule holds, Echo Park will see 189 new affordable homes delivered in 2027.
