
A cafe specializing in tall, jiggly Japanese-style souffle pancakes has landed at 8150 Elk Grove Blvd, tucked inside the Village shopping plaza, and it's currently serving a limited menu during a soft-opening phase ahead of its full public debut. The shop, called Fluffy Fluffy, is run by franchisee Tran Do, a former certified public accountant who saved up enough money to leave that career behind and launch the restaurant.
According to The Sacramento Bee, Do described opening a business as a lifelong dream. The souffle pancakes at the center of the menu are smaller and fluffier versions of standard breakfast pancakes, built on a meringue-based batter, per the same report. That meringue-heavy approach isn't just a gimmick — as The Kitchn explains, the pancakes get their signature jiggle from egg whites whipped into a stiff meringue, folded into yolk batter, then cooked low and slow under a lid with a splash of water to create steam. It's a fussy process, and one reason soufflé pancakes have to be served the moment they come off the griddle, before the delicate structure collapses.
From Spreadsheets to Soufflés
Do now owns the Elk Grove Fluffy Fluffy franchise outright, a jump that required real capital. Fuwa Labs LLC's Franchise Disclosure Document, the parent company behind the chain, states that opening a location requires a total initial investment ranging from $319,145 to $608,545, including tens of thousands of dollars in initial franchisor fees alone. That's the financial reality behind Do's career pivot from balancing books to flipping pancakes.
The Elk Grove menu goes well beyond stacks of pancakes. Per the Bee's reporting, Fluffy Fluffy serves sweet options like tiramisu, matcha tiramisu, cookies and cream, strawberry, Nutella banana, and creme brulee pancakes, alongside savory dishes such as jalapeno maple chicken and pancakes and an avocado eggs benedict built on a souffle pancake base. The cafe also sells roll cakes, macarons, cheesecake, and other sweets, plus coffee drinks made with ceremonial-grade matcha sourced from Kyoto, Japan, according to Do.
Soft Opening Now, Grand Opening in September
For now, the Elk Grove location is running reduced hours during its soft opening, open 10 a.m. to 2 p.m. and again from 4 p.m. to 8 p.m. daily. Once the cafe holds its official Grand Opening — scheduled for September 18 through 20, per Fluffy Fluffy Dessert Cafe's own event listings, complete with promotional giveaways and rewards — hours will expand to 10 a.m. to 9 p.m.
Fluffy Fluffy isn't new to the Sacramento region. The chain made its Northern California debut in Davis, where a location on Russell Boulevard opened in January, brought to the area by franchisee Samantha Lei, as WhatNow reported. Founded in Toronto in 2018 under the name Fuwa Fuwa by Benson Lau and partners, the company has grown into North America's largest soufflé pancake chain, according to Retail Insider. Per the Bee, the chain now counts 16 cafes in the United States and more than 20 locations internationally.
A Dessert Boom Fits Elk Grove's Growth
The souffle pancake trend didn't start in Japan, despite its association with Japanese cafe culture. Culinary history traces the format back to Waikīkī's Cream Pot in Hawaii, where it was created to give Japanese tourists a lighter pancake option before their flights home, according to The Kitchn. Japanese visitors reportedly brought the concept back across the Pacific, where it spread through social media before circling the globe.
Fluffy Fluffy's arrival adds to a growing cluster of specialty food concepts converging on Elk Grove's Village shopping plaza, which recently welcomed Shake Shack's 2,880-square-foot store in Suite 110, as Hoodline previously reported. It's also part of a broader wave of East Asian dessert brands moving into the city this year, following the August opening of Hong Kong mango dessert chain Hui Lau Shan on Elk Grove Boulevard. That growth tracks with the city's shifting demographics: U.S. Census Bureau data shows Asian American residents now make up roughly 33% of Elk Grove's population of more than 170,000, up from 26% in 2010, according to ABC10.
Beyond Breakfast Hours
To keep customers coming in outside the traditional breakfast rush, Fluffy Fluffy began expanding its menu in 2020 with items like savory croissant-waffle “croffles,” Japanese Basque burnt cheesecakes, and thick-filled Korean “fatcarons,” according to Retail Insider. Those additions let the chain's cafes capture lunch, afternoon tea, and late-night dessert crowds rather than relying solely on morning diners. For a labor-intensive dish that has to be served fresh off the griddle before it deflates, that all-day menu strategy has become central to how the chain keeps tables turning throughout the day.
