A Henderson doctor is facing a federal indictment accusing him of sending more than $95 million in false Medicare claims. Prosecutors say the alleged scheme brought in tens of millions of dollars, some of which was used to bankroll an extravagant lifestyle and luxury purchases.
According to the Las Vegas Review-Journal, Stephen Dubin was indicted on one count of conspiracy to commit health care fraud and five counts of health care fraud. The indictment alleges he submitted more than $95 million in false claims to Medicare for medically unnecessary treatment. Medicare allegedly paid $54 million to Dubin Medical Consultants based on those claims, distinguishing the amount billed from the amount reimbursed. The charging document says Dubin used proceeds to fund a lavish lifestyle and purchase luxury items, including having multi-million-dollar yachts built for him.
Nevada Is Building A Regional Health Care Fraud Crackdown
The case arrives as federal authorities are intensifying health care fraud enforcement across the West. In April, the Northern District of California announced a new West Coast Health Care Fraud Strike Force joining federal prosecutors and investigators in Arizona, Nevada and Northern California. The Justice Department said the strike force model has helped prosecute more than 6,200 defendants accused of billing federal health programs and private insurers for more than $45 billion.
Separately, the Nevada U.S. Attorney's Office said the 2025 National Health Care Fraud Takedown included charges against two Nevada defendants. One case involved an alleged $94 million scheme to order, recommend and apply amniotic wound allografts in exchange for illegal kickbacks. The nationwide enforcement action charged 324 defendants and involved more than $14.6 billion in alleged intended losses, figures that are separate from Dubin's case.
The Indictment Is Not A Conviction
Dubin's case remains at the indictment stage, meaning the allegations still must be tested in federal court. An indictment is an accusation rather than a finding of guilt, and Dubin is presumed innocent unless prosecutors prove the charges beyond a reasonable doubt.
