Lake Dallas Sergeant Honored for Pulling Man Off I-35 Overpass Ledge

A Lake Dallas police sergeant crossed active lanes of Interstate 35 East to physically pull a man away from an overpass ledge before he could jump, and more than two years later, the department has formally honored him for it. Sergeant Brandon Weir received a Life Saving Award from Chief Daniel Robb at a city council meeting this week for his response to a January 2024 welfare call near mile marker 459.

According to the Lake Dallas Police Department, officers responded on January 28, 2024, to a welfare concern involving an individual sitting on the ledge of an overpass along I-35 southbound at mile marker 459, a stretch of highway that cuts through Lake Dallas near Swisher Road and Lake Dallas Drive. Officers observed the individual rocking back and forth on the ledge and believed he was preparing to jump, the department said. Complicating the response, officers also believed the individual may have been holding a small child at the time.

That belief that a child could be in danger raised the stakes of the intervention, according to the department's account. Sergeants on scene reasonably believed the individual and a potential child were at immediate risk of death, prompting an urgent response even as officers worked to ensure traffic lanes were clear.

A Rear Approach Across Live Traffic Lanes

Weir maneuvered across the highway's center median to approach the individual from the rear rather than head-on, then pulled the man away from the ledge and to the ground, preventing him from jumping, the department said. The individual was detained safely and without injury. A subsequent investigation confirmed the individual had not actually been holding a child.

Chief Robb, who took over departmental leadership in October 2025 after arriving with more than 32 years of law enforcement experience, including service as a captain with the Richardson Police Department, per the City of Lake Dallas, presented Weir with the award at Thursday's city council meeting. The department said Weir was recognized for decisive action, physical courage, situational awareness, and a willingness to place himself in danger, and that his intervention prevented the loss of life.

A Familiar Face for Community Recognition

Weir serves in the department's Patrol and Special Operations Division and has drawn community recognition before; Ciera Bank named him First Responder of the Month in May 2025, according to the Lake Cities Chamber. The overpass rescue happened under the legal authority granted by Texas Health and Safety Code Section 573.001, which allows peace officers to detain someone without a warrant if they reasonably believe that person's mental illness creates a substantial risk of immediate serious harm to themselves or others, according to Justia Law.

That authority exists alongside statewide training requirements meant to shape how officers handle these encounters in the first place. The 2017 Sandra Bland Act requires all Texas peace officers to complete crisis intervention and de-escalation training, a mandate designed to reduce the use of force during behavioral health emergencies, according to the Houston Police Department's Mental Health Division. Denton County residents also have access to the Denton County MHMR Center's 24-hour crisis hotline and its Mobile Crisis Outreach Teams, which provide on-scene behavioral health assessments, per Texas Health and Human Services.

A Statewide Pattern Behind One Roadside Intervention

Incidents like the one on I-35 reflect a broader public health trend. Annual suicide deaths in Texas topped 4,300 in 2022, part of a nearly 37 percent rise in the state's suicide rate since 2000, according to state health data compiled by the University of Texas at Austin. Nationally, the American Foundation for Suicide Prevention's provisional 2024 data puts the age-adjusted suicide rate at 13.7 per 100,000 people, with firearms involved in 57 percent of suicide deaths.

Lake Dallas, home to roughly 7,822 residents across 2.4 square miles in Denton County according to Data USA, operates under a council-manager government where the city manager oversees departments including the police force. The award presentation at this week's council meeting is the kind of routine civic business that rarely draws attention outside a small Lake Cities community, but it marked a public acknowledgment of an intervention the department says kept one January night on I-35 from ending in tragedy.
