Louisville Metro Police are searching for a man accused of exposing himself not once but twice inside the combined T.J. Maxx and HomeGoods store in Hikes Point, an incident that happened a few weeks before officers went public this week asking for the community's help identifying him. According to police, the man exposed his genitals through his unzipped pants while inside the store, and a young girl was reportedly among the customers who witnessed the second exposure.
The incident unfolded at the T.J. Maxx location at 4080 Taylorsville Road in Hikes Point Plaza, according to police. As reported by WLKY, customers first noticed the man's genitals were exposed and alerted store managers, who approached him and told him directly that he was exposed. The man reportedly apologized, appeared surprised, and pulled up his zipper before managers could do much else.
That should have been the end of it, but it wasn't. Different customers reportedly saw the man expose himself again a short time later, and this time multiple witnesses followed him, recorded him on their phones, and called police. The man left the area before officers arrived, according to WLKY's report, leaving investigators to rely on witness accounts and any recordings that were captured.
Why a Young Witness Changes the Legal Stakes
The presence of a minor during the second incident matters under Kentucky law. Exposing genitals under circumstances likely to cause affront or alarm to someone under 18 is classified as Indecent Exposure in the First Degree under KRS § 510.148, according to the Legislative Research Commission, while exposure in front of an adult is charged as a lesser second-degree offense under KRS § 510.150.
Both offenses carry Class B misdemeanor penalties on a first offense, meaning up to 90 days in jail and a fine of up to $250 under state sentencing statutes. But the first-degree charge tied to a minor witness carries steeper consequences for repeat behavior: a second conviction within three years bumps the charge up to a Class A misdemeanor with up to 12 months in jail, and a third conviction within that window becomes a Class D felony punishable by one to five years in prison, per the Legislative Research Commission's statutes. Felony convictions in Kentucky can also trigger mandatory sex offender registration.
Where the Investigation Stands
The Hikes Point retail corridor along Taylorsville Road falls under Louisville Metro Police's 6th Division, which patrols eastern Louisville neighborhoods including Klondike, Newburg, and Watterson Park. It remains unclear whether the case has been handed off to LMPD's Special Victims Unit, which typically handles sex crimes and offenses involving juvenile victims through its Sex Crimes Unit and Crimes Against Children Unit, or whether it's still being run out of the 6th Division.
LMPD has asked anyone who recognizes the man or has information about the incidents to come forward. Tips can be submitted anonymously by calling 502-574-LMPD (5673) or through the department's online tip form, and residents can also track submissions through the P3 Tips mobile app. No arrest had been announced as of Monday's public appeal for information.
Hikes Point Plaza has long been a fixture of eastern Louisville's shopping scene, a stretch Hoodline previously highlighted among the neighborhood's top spots.
