A new 7-Eleven convenience store and fueling station is headed for the corner of Clark Avenue and Bob Bullock Loop in Laredo, with construction on the one-story, roughly 4,746-square-foot building set to begin February 1, 2027. The privately funded project carries an estimated cost of $1.2 million and is expected to wrap up by October 19, 2027, according to project filings.

The store will rise on private land in Webb County, as first reported by WhatNow. The land itself is controlled by Killam Ranch Properties Ltd., the Laredo developer behind the nearby Paseo Casa Blanca commercial center, which previously brought Target and Walmart to South Laredo, according to Virtual BX. That track record suggests the intersection is being treated as a continuation of the developer's decades-long push along Loop 20.

Why This Stretch of Loop 20 Matters

The site sits near where the Texas Department of Transportation built overpass and mainlane improvements at Bob Bullock Loop and Clark Boulevard, upgrades meant to handle rising commercial freight traffic through Laredo's trade corridors. Those infrastructure investments have turned the loop into one of the city's busiest travel arteries, making the corner attractive for a fueling station aimed at both commuters and truckers passing through the border city.

The new location will fall under 7-Eleven's regulatory obligations as a commercial project, including a Texas Department of Licensing and Regulation filing registered under ID TABS2026027807, which requires a Registered Accessibility Specialist inspection within 12 months of construction completion under Texas Administrative Code Section 68.52.

A Taco Brand Coming Back to Its Roots

Among the store's offerings will be Laredo Taco Company, the fresh-tortilla foodservice brand that got its start in Laredo before growing into a fixture across South Texas convenience stores, per the WhatNow report. The chain's arrival at Clark Avenue effectively brings the brand back to the city where it began. 7-Eleven also plans to stock coffee, Slurpee and Big Gulp drinks, hot and fresh foods, and private-brand snacks, along with 7Rewards loyalty perks and 7NOW delivery.

7-Eleven's foodservice lineup already spans Speedway, Stripes, Laredo Taco Company, and Raise the Roost Chicken and Biscuits brands. The Stripes name carries particular weight in South Texas: in April 2024, 7-Eleven completed a $1 billion acquisition of 204 Stripes convenience stores and Laredo Taco Company locations from Sunoco LP, bringing all remaining brand locations in the U.S. under full corporate control, according to PR Newswire. By May 2026, the company had finished folding those Stripes stores into its own point-of-sale software, loyalty programs, and Slurpee lineup, as reported by C-Store Dive.

Part of a Bigger Corporate Push

The Dallas-based Dimension Group served as the design firm on the Clark Avenue project after completing hundreds of 7-Eleven store designs across Texas and North America, giving the new build the same standardized retail layout used elsewhere in the chain's portfolio. The ground-up construction fits into a larger strategy from parent company Seven & i Holdings, which announced plans in 2025 to remodel at least 7,000 North American 7-Eleven stores by 2030 while closing 645 underperforming locations, according to CSP Daily News. That shift favors larger, food-centric formats, of which the Clark Avenue store appears to be one example.

7-Eleven, Inc. is wholly owned by Seven & i Holdings Co., Ltd. and traces its roots to 1927, having grown into a company with more than 86,000 stores across 19 countries. Its fuel business dates back to 1928, when founder Uncle Johnny Jefferson Green added gasoline pumps to a Dallas icehouse, a move that helped pioneer the modern convenience-and-fuel model described by 7-Eleven Fleet. Today the chain offers fuel at more than 8,000 U.S. locations and runs 7Fleet, a diesel-lane program for trucking customers nationwide.

Joining an Already Dense Laredo Market

The Clark Avenue store will join more than a dozen existing 7-Eleven and Stripes-branded locations already operating across Laredo, adding another fuel-and-food option to a city where the two banners already compete for commuters along Bob Bullock Loop and McPherson Road. With construction still roughly six months from breaking ground, questions remain about whether the new store will include a drive-thru format, how many fueling lanes are planned, and when local permitting will be finalized ahead of the scheduled February 2027 start date.
