The heaviest downpours could unload rain at rates of 1 to 3 inches per hour, raising the risk of flash flooding in low-lying, poor-drainage and urban areas. Creeks and streams may rise quickly, and water-covered roads could make the Monday commute hazardous, especially where storms repeatedly track over the same neighborhoods.
Rain chances are highest this morning, with a brief decrease possible around midday before showers and thunderstorms become likely again during the afternoon and evening. Forecasters also see a limited risk for strong to severe storms, with damaging wind gusts the main concern if enough daytime heating develops.

For residents heading toward the coast, the National Weather Service is warning of a high risk for dangerous rip currents along the New Jersey shore Monday and a moderate risk at Delaware beaches. A Small Craft Advisory remains in effect for nearby Atlantic waters through 6 a.m. Tuesday, with gusts up to 30 knots and seas of 5 to 8 feet possible.
