Plainfield Man, 41, Faces 12 Child Sex Abuse Charges Spanning Four Years

A 41-year-old Plainfield man was arraigned Friday in Northampton District Court on 12 felony charges alleging he sexually abused a child and shared inappropriate materials with a minor over a span of roughly four years. Shawn Stebbins is being held on $100,000 bail as the case moves through the courts.

The Northwestern District Attorney's Office announced on Tuesday, as noted by Northwestern District Attorney's Office, that Stebbins pleaded not guilty to six counts of aggravated rape and abuse of a child, four counts of indecent assault and battery on a child under 14, posing or exhibiting a child in a state of nudity, and dissemination of obscene matter to a minor. As reported by Franklin County Now, the alleged offenses occurred in Plainfield between 2022 and 2026. Stebbins is from Plainfield, according to the outlet's report on the arraignment.

Presiding Judge Shelly-Ann Sankar set bail at $100,000 during the arraignment and scheduled Stebbins's next court appearance for September 11, per the district attorney's office. Assistant District Attorney Jillian Parent represented the Commonwealth, while court-appointed defense attorney Zoe Zeichner of Northampton represented Stebbins, the office said.

State Police Detectives Lead the Investigation

Massachusetts State Police detectives assigned to the Northwestern District Attorney's Office are actively investigating the case, with Trooper Kyle Grumoli designated to receive information from the public, the office said in its announcement. The district attorney's office, led by elected District Attorney David E. Sullivan, oversees criminal prosecutions across 47 towns in Hampshire and Franklin counties, as well as Athol in Worcester County.

Plainfield itself is a small, rural hilltown in northwestern Hampshire County that recorded a population of just 633 residents in the 2020 U.S. Census. Rural communities of that size typically rely on state police detective units, rather than local departments, to handle complex felony investigations of this scale.

What the Charges Carry Under State Law

Under Massachusetts General Law Chapter 265, Section 23A, aggravated rape and abuse of a child carries potential penalties up to life imprisonment in state prison, with statutory mandatory minimum sentences upon conviction. Indecent assault and battery on a child under 14, charged under Chapter 265, Section 13B, is a felony punishable by up to 10 years in state prison, and state law establishes that children under 14 cannot legally consent.

Massachusetts law also mandates that anyone convicted of child sexual offenses register with the state Sex Offender Registry Board and undergo mandatory GPS location tracking during any probation term. Those provisions would only apply if Stebbins is convicted; under Massachusetts criminal procedure, an arraignment is solely an initial proceeding to inform a defendant of charges and determine bail, and defendants maintain a constitutional presumption of innocence unless proven guilty beyond a reasonable doubt.

According to an Office of Justice Programs report, child sexual abuse reports decreased from an estimated 429,000 in 1991 to 315,400 in 1998, a 26-percent decline.
