The North Shore Fire Department rolling up to Atwater Elementary is no single-town operation. The consolidated agency, formed when seven North Shore municipalities merged their separate departments between 1992 and 1994, protects Bayside, Brown Deer, Fox Point, Glendale, River Hills, Shorewood, and Whitefish Bay across 25 square miles and more than 65,000 residents, according to the North Shore Fire Department.
Bayside Communications, also expected on site, serves as the centralized dispatch hub for emergency and non-emergency calls across Shorewood, Glendale, Bayside, River Hills, Whitefish Bay, and Fox Point, per the Village of Bayside. A 2015 study by the Wisconsin Policy Forum found that these shared regional fire and dispatch arrangements helped North Shore suburbs control operational costs while keeping coverage intact, a model that also shapes how these towns pool resources for shared events like this one.

Beyond uniforms, the guest list leans heavily on social-service providers. Sojourner Family Peace Center, the largest nonprofit provider of domestic violence prevention and intervention services in Wisconsin, plans to staff a table; the organization serves more than 11,800 clients annually out of a 72,000-square-foot Milwaukee facility that co-locates shelter, legal, and healthcare services, according to Sojourner Family Peace Center.
The Milwaukee Area Domestic Animal Control Commission, which handles nearly 13,000 animals a year across all 19 Milwaukee County municipalities, is also expected to attend, per the Milwaukee Area Domestic Animal Control Commission. Rounding out the health-focused partners is the North Shore Health Department, which coordinates disease outbreak response and community health assessments for the region, according to the North Shore Health Department. A Four-Decade-Old Tradition With Local Flexibility
National Night Out itself dates back to 1984, when Matt Peskin and the National Association of Town Watch launched the program with roughly 2.5 million participants across 400 communities in 23 states; the event has since grown to more than 38 million people in 16,000 communities nationwide, according to the National Association of Town Watch.
While National Night Out is traditionally observed on the first Tuesday of August nationwide, local organizers have leeway to pick alternate dates, which is why Shorewood's celebration falls on August 11 rather than August 4 - and why Oconomowoc, further west, is holding its own version on August 21, per the City of Oconomowoc.
Atwater Elementary School, the site chosen for Shorewood's celebration, sits along Capitol Drive near Atwater Beach on Lake Michigan, according to the Village of Shorewood. Organizers are billing the free, family-friendly evening as a chance for neighbors to meet the officers, firefighters, and support workers who serve their community.
