
Federal regulators have ordered Tesla to recall 20,349 U.S. vehicles because their low-beam headlights shine brighter than federal law allows, after rejecting the automaker's attempt to have the noncompliance declared harmless. The recall covers certain Model 3 and Model Y vehicles from the 2017 through 2023 model years, and it lands on Tesla at a moment when the company is already facing separate federal scrutiny over its vehicles' suspensions.
The National Highway Traffic Safety Administration formally denied Tesla's 2024 petition on July 16, according to Reuters. Tesla had asked NHTSA to declare the excess brightness inconsequential to safety, arguing it had no record of customer complaints, field reports, crashes, or injuries tied to the issue and that the extra light fell at angles outside normal driver sightlines, as detailed by The Drive.
NHTSA was not persuaded. The agency said a lack of reported complaints does not mean a safety hazard is absent, noting that rain, snow, and fog can scatter excess light and create blinding “veiling glare” for surrounding traffic, per the same Reuters report. The regulator said the recall affects certain Model 3 and Model Y vehicles, and that excessively bright low-beam headlights raise crash risk by reducing visibility for oncoming drivers.
A Federal Standard With No Room for Exceptions
The headlights in question run afoul of Federal Motor Vehicle Safety Standard No. 108, which governs all vehicle lighting sold in the United States and sets strict maximum brightness thresholds for low beams to prevent glare. Automakers self-certify compliance with FMVSS 108 before their vehicles hit the road, but federal law also allows manufacturers to petition for a waiver if they can show a given noncompliance does not compromise safety — the path Tesla tried and failed to take.
NHTSA pointed to its own track record on this exact question, citing a March 2022 precedent in which it rejected a similar inconsequentiality petition from General Motors. That decision forced GM to recall roughly 725,000 GMC Terrain SUVs from the 2010 through 2017 model years after their headlights were found to emit reflections up to three times brighter than allowed, according to Kelley Blue Book. GM had also cited a low complaint volume before its petition was turned down.
Why Drivers Notice the Glare
The public frustration behind rules like FMVSS 108 shows up in survey data. A March 2026 national survey by the American Automobile Association found that 60% of U.S. drivers consider headlight glare a problem after dark, and 73% of those affected said the glare has gotten worse over the past decade as LED technology and taller vehicle designs have proliferated. Oncoming traffic was named as the top glare source by 92% of drivers surveyed.
Tesla's own headlight recall remedy has not yet been finalized, per NHTSA. That detail matters because, unlike most Tesla recalls — which the company typically resolves remotely through over-the-air software updates — physical lighting noncompliances under FMVSS 108 generally require hands-on fixes. Automotive industry analysts note that these repairs typically call for service center inspections, part replacements, or manual adjustments, according to Jalopnik, meaning owners will likely need to bring their cars in rather than wait for a patch to download overnight.
Part of a Broader Pattern of Federal Scrutiny
The headlight recall adds to a run of federal safety actions targeting Tesla this year. In May, nearly 219,000 Model 3, Model Y, Model S, and Model X vehicles were recalled over a software glitch that left rearview camera screens dark for up to 11 seconds while in reverse, a violation of a separate federal standard that Hoodline previously reported was resolved through a firmware update.
Then in July, NHTSA opened a preliminary investigation covering approximately 1.2 million Tesla Model 3 and Model Y vehicles after receiving 156 complaints alleging that front suspension lower lateral links could detach, potentially causing a loss of steering control. No crashes or injuries had been confirmed when that probe was opened, as Hoodline detailed in its coverage of the suspension probe. Taken together, the headlight recall, the camera glitch, and the ongoing suspension investigation illustrate a period of sustained regulatory attention on Tesla's mass-market lineup.
Notably, federal regulators updated FMVSS 108 back in February 2022 to permit Adaptive Driving Beam matrix headlights, a technology that continuously dims specific beams around oncoming vehicles while keeping the rest of the road lit. But stringent federal testing requirements have so far kept automakers from enabling that automatic glare-reducing feature on vehicles sold in the United States, leaving drivers to rely on traditional low beams — and leaving regulators to police brightness violations the old-fashioned way.
