
Streets in Turtle Creek were still caked in mud Saturday morning after a flash flood tore through the borough late Friday afternoon, sending water levels rising four feet in just 15 minutes and covering some roads with two feet of standing water. Joseph Napolitano, who has lived in the borough for 33 years, said he had mud and debris piled up in front of his house after watching the water rise faster than he expected.
The National Weather Service Pittsburgh issued Flash Flood Warnings Friday for eastern Allegheny and Westmoreland counties, citing Doppler radar estimates of 0.5 to 1.5 inches of rain per hour in localized downpours over Turtle Creek, Monroeville, and Pitcairn. Lou Lantzy, Turtle Creek's emergency management coordinator, described the scene to CBS News Pittsburgh as almost seeming like a tidal wave. Neighbors said the flooding appeared to come out of nowhere despite what looked like light rain at the time.
Napolitano said this was the fourth flood he has experienced in the borough, and this time he had to buy four furnaces, four hot water tanks, and washing machines to replace what the water ruined. Rescue crews were called out during the flooding but did not have to rescue anyone, and Lantzy said he had not heard of any basement experiencing significant flooding or mud. Even so, he said the water rose at the fastest speed he had ever seen while living in the borough, and floodwater reached over the top of the hood of the mayor's truck.
A Creek That Rises Like a River
One neighbor said the water became a raging river that could have swept away a car, and Lantzy said he feared for his safety as it rose so rapidly. Thompson Run, the tributary that runs through the borough, receded quickly once the storm passed, but not before leaving the streets caked in silt. The Turtle Creek Watershed spans 147.4 square miles across 33 municipalities in Allegheny and Westmoreland counties, and its steep surrounding topography funnels overland runoff rapidly into narrow stream valleys, according to the SPC Water Resource Center. Some of those valley floors measure only 200 to 500 feet wide, a geography that has made the watershed prone to fast-moving flash floods for decades.
The region's flood history stretches back further than Friday's storm. A major flash flood in July 1997 dropped up to 4.5 inches of localized rain within three hours across eastern Allegheny County, sending rapid floodwaters through Turtle Creek, Pitcairn, Monroeville, and Wilkins Township, per the National Weather Service. That event prompted the Weather Service to deploy specialized localized basin rainfall tracking software still used to monitor the watershed today.
Who Is Responsible for the Creek
Large pieces of tree debris are currently lodged against a bridge on Thompson Run, and Lantzy warned that debris could cause more flooding the next time it rains. He said the borough has a signed agreement stating that Allegheny County will take care of the stream, and he has spent four years pushing the county to clean the creek again, noting that a previous dredging preceded a stretch when flooding had not happened for quite some time. Per Lantzy, Allegheny County's Department of Public Works has said cleaning the creek is not its responsibility, while the borough has likewise said the job is not its own — leaving funding and responsibility for damages unresolved, according to one neighbor.
The county's public stance lines up with its written policy. The Allegheny County Department of Public Works explicitly states it does not perform maintenance or dredging for streams, rivers, or creeks unless a county-owned bridge or culvert is directly involved, instead assigning stream bank maintenance to property owners or local municipalities, per a county public works guide. The department is focused on maintaining 408 miles of county roads and 518 bridges.
State Rules Add Another Hurdle
Even if the borough wanted to dredge Thompson Run itself, state regulations stand in the way. The Pennsylvania Department of Environmental Protection requires Chapter 105 environmental permits for heavy equipment dredging, stream relocation, or gravel bar reshaping, which prevents local municipalities from independently digging into stream beds. State guidelines further limit local borough authority during bridge and culvert cleanups to within 50 feet upstream and downstream of a crossing, according to the Westmoreland Conservation District, and equipment must operate from the banks rather than inside the channel.
Those overlapping rules echo a broader pattern along Turtle Creek. In nearby Export Borough, local officials spent more than a decade paying off municipal flood-control infrastructure following at least eight major flooding events dating back to the early 1900s, with storms in 2007 and 2009 flooding homes there within 15 minutes, TribLIVE has reported. Decades earlier, the Westinghouse Flood Gates near East Pittsburgh, built in 1937 and 1938 following major Monongahela River flooding, were eventually deactivated after officials determined the operating costs created an unsustainable financial burden for host boroughs, including Turtle Creek.
The lower stretches of Turtle Creek and Thompson Run are not without federal investment. The U.S. Army Corps of Engineers completed the Turtle Creek Local Flood Protection Project between 1962 and 1967 at a cost of $17.24 million, channelizing the waterways to protect adjacent communities from major flood discharges. The Corps' Pittsburgh District currently operates 16 flood-reduction reservoirs and 42 local flood-protection projects across western Pennsylvania and continues to study regional stream flow and sediment management, according to the Observer-Reporter.
For now, residents like Napolitano are left hauling out mud and replacing ruined appliances while the question of who cleans the creek remains unresolved between the borough, the county, and state regulators.
