Developer Zoubek Properties has also just wrapped a smaller six-home project across town in Snug Harbor, part of a broader push to reshape how people think about buying property in the resort city.

The Residences at Orange Loop is being built in two phases, according to nj.com, with Phase I delivering 10 units and Phase II adding 19 more townhomes down the line. Each unit is set to feature three bedrooms, a full roof deck with ocean views, an outdoor shower, secured access and a three-car garage — amenities aimed squarely at full-time residents rather than short-term beach renters. Brian Zoubek, president and CEO of Zoubek Properties, has said the project aims to attract full-time residents rather than rely primarily on tourism.
Per Jersey Digs, the project sits at 107 South Kentucky Street and opened on May 20, delivering its first 10 townhouses as part of a joint venture to eventually build all 29 homes. The outlet reports the entire complex carries an estimated cost of $5 million and comes with a five-year tax abatement. Zoubek has also said the Orange Loop area currently has more than 15 projects under construction or planned, a sign of how much redevelopment momentum has built up around that stretch of the tourism district.
A Six-Home Snug Harbor Project Wraps Up
Beyond Kentucky Avenue, the same jerseydigs.com report notes that Zoubek Properties recently completed a separate development in Snug Harbor, delivering six homes at 558-626 North Connecticut Avenue. That neighborhood has increasingly drawn attention for waterfront single-family construction, a shift from the high-rise casino towers that have long defined Atlantic City's skyline.
The Orange Loop's broader ambitions extend past housing. The Greater Atlantic City Chamber said back in September 2024 that the neighborhood was slated to host the city's first shipping container park, per the same jerseydigs.com report, suggesting the area is being positioned as a mixed-use draw rather than just another residential pocket.
How the Prices Stack Up Nearby

That property offers more than 4,200 square feet of living space with six bedrooms and six full bathrooms, along with a private floating dock featuring two deep-water boat slips and a new composite bulkhead — a very different price point than the Orange Loop townhomes just a few miles up the coast.
Closer to the Snug Harbor project, a Redfin listing snippet for 602 N Connecticut Ave. described a brand-new bayfront single-family home in Atlantic City priced under $1 million, calling the neighborhood a hidden gem, though that listing detail carries lower confidence than the developer-reported figures. Separately, Redfin has reported that Atlantic City home prices were up 21.0% year over year over the three months ending August 2026, with a median sale price of $230,000 — though that citywide figure reflects the broader market rather than the waterfront-specific projects driving headlines this year.
What Zoubek Says Drives the Strategy
Zoubek has described building two homes at a time as a deliberate business strategy, saying it gives the company buying power with suppliers and subcontractors. That approach, he has said, allows Zoubek Properties to leverage its purchasing power and reinvest the savings into higher-end amenities for buyers. The company has framed its work on the Orange Loop project as part of a larger investment in downtown Atlantic City, aiming to bring new residents and business activity into the tourism district rather than simply adding another short-term rental stock.
