
Burlington is in talks to open a store in a ground-floor space at the historic Denver Dry Goods Building at 700 16th Street. Early real estate and finance discussions are still underway.
A Potential Location
Burlington's potential location remains under discussion. Separately, Perry Rose LLC is undertaking a $67 million project to convert vacant commercial space in the Denver Dry Goods Building into income-restricted apartments, according to a Bisnow report. Perry previously co-managed the building's original adaptive reuse project in the 1990s.
Burlington already operates stores elsewhere in Colorado, per WhatNow's reporting.
Filling the Space T.J. Maxx Left Behind
The second-floor space that previously housed a T.J. Maxx store is part of a larger $67 million redevelopment by Perry Rose LLC to convert 75,000 square feet of vacant commercial space in the Denver Dry Goods Building into 55 new income-restricted apartments, as reported by Bisnow. That project expanded the building to 106 total affordable housing units. Since T.J. Maxx's departure, Ross Dress for Less has remained one of the few major national off-price retailers still operating directly along the 16th Street corridor, according to Westword.

Downtown's Redevelopment Push
Central business district office vacancy in Denver reached 36.8% in mid-2025, according to CBRE data cited by Bisnow, a vacancy crisis that has pushed city leaders and developers toward retail subsidies and residential conversions to bring foot traffic back downtown.
In November 2024, affected property owners approved extending the DDA's tenure and reach, and the mayor predicted a $570 million pot for downtown revitalization. The authority has also purchased the nearby Denver Pavilions retail complex for $45 million, including $8 million for quick fixes, as well as two parking lots for $23 million, according to Westword.
Other 16th Street Proposals

Burlington is an off-price retailer with stores across the United States and Puerto Rico. For now, the potential location remains under discussion.
