C2C Power Solutions broke ground on a future 24,000-square-foot facility at Eagles Landing Business Park in Decatur on Friday, marking the start of construction on a project the company plans to use as a centralized hub for sales, service, and testing as it expands eastward. The company is a subsidiary of Hawthorne Machinery Co., a San Diego-based Caterpillar dealer.
The groundbreaking, first shared in photos posted by Wise County Messenger on Facebook, was provided by the Decatur Economic Development Corporation. It represents the operational execution of an economic incentive deal struck between Hawthorne Machinery, the Decatur City Council, and the Decatur Economic Development Corporation in February, according to Go Team Texas. As part of that deal, the Decatur City Council unanimously approved a performance agreement and real estate contract giving the company a $170,000 discount to purchase 5.51 acres in the business park for $100,000 per acre, well below its $130,680 fair market value.
Construction and Hiring Deadlines Attached to the Discount
The discounted land didn't come without strings. Under the terms of the performance agreement, the developer must begin construction by July 1, make a minimum capital investment of $4.325 million by July 1, 2027, and add another $250,000 in capital investment by July 1, 2031, the Wise County Messenger reported in February.
The agreement also requires C2C Power Solutions to create at least 10 full-time equivalent positions in Decatur by 2031, following a phased hiring schedule that starts with three positions by July 1, 2027, per the Decatur Economic Development Corporation. Hawthorne Machinery, which serves California, Hawaii, Guam, Saipan, and American Samoa as a Caterpillar dealer, established C2C Power Solutions to expand testing, sales, and power generation services into a centralized U.S. location.
A Growing Roster of Eagles Landing Tenants
Eagles Landing Business Park is a 530-acre industrial development operated by the Decatur Economic Development Corporation off U.S. Highway 81/287 and FM 2264, located roughly 40 minutes northwest of Fort Worth, according to Wise Move Realty. C2C Power Solutions joins an established cluster of employers there, including Cardinal Paint and Powder, GT Products, Industrial Diesel, Omega Research and Aqualine Plumbing, the same source notes.
Aerospace testing firm Omega Research broke ground in late 2022 on a $7 million, 45,000-square-foot facility at the entrance of the park after receiving 5 acres from the EDC in exchange for job creation commitments, according to the Decatur Economic Development Corporation. More recently, in February 2026, industrial coating manufacturer Cardinal Paint and Powder broke ground at Eagles Landing on a 32,000-square-foot expansion to increase production capacity by 33% and relocate its corporate headquarters from California to Decatur, as reported by Finishing and Coating.
Why West Coast Firms Keep Choosing Decatur
The C2C project fits into a broader trend of West Coast equipment, industrial and coating companies relocating corporate footprints or building central hubs in North Texas to reduce operating land costs relative to the Dallas-Fort Worth metropolitan core, according to Wise Move Realty. Land in Eagles Landing Business Park ranges from roughly $100,000 to $131,000 per acre with BNSF rail access, offering companies a significantly lower land basis than industrial sites in North Fort Worth's nearby AllianceTexas corridor, the same analysis found.
Hawthorne Machinery's move east follows a pattern of expansion for the company on other fronts as well. Hoodline previously reported on an $8.56 million Honolulu deal in which its Hawthorne Cat division purchased industrial real estate in Kalihi to expand its heavy equipment rental fleet and parts distribution network.
What Comes Next for Decatur
Municipal projections indicate that current population growth and active industrial developments will double the city of Decatur's population by 2050, according to the Decatur Economic Development Corporation. Whether C2C Power Solutions meets its July 2027 construction and initial employment targets, and how quickly Decatur's municipal infrastructure adapts to the wave of industrial expansion feeding that growth forecast, remain open questions for the years ahead.
