Old Santa Susana Pass Road in Chatsworth, according to a filing with the Los Angeles Department of City Planning. The project would combine independent living, assisted living and memory care in a single 215,000-square-foot building on a site currently occupied by a former adult daycare facility, according to the application.
The proposal calls for 101 independent-living units, 61 assisted-living units and 20 memory-care guest rooms containing 22 beds, according to San Fernando Valley Blog, which notes that the independent- and assisted-living components together account for 162 units, with the memory-care rooms tallied separately. As Urbanize LA reports, the building would provide housing for more than 180 seniors in total, with 145 parking spaces included in the plans.
The project is tied to Los Angeles City Planning case ZA-2026-4755-ELD-PR-VHCA, and it is leaning on development incentives and streamlining provisions the city offers specifically to eldercare facilities, per the same Urbanize LA report. City records list Larry Rieder of Charter School Property Solutions as the applicant, the outlet notes. A Los Angeles City Planning case listing gives a filing date of September 15, 2026 and an assigned date of September 17, 2026, though acceptance for review is listed as N/A in that record.
Ranch-Style Design Rooted in Chatsworth's Foothills
Architecturally, the proposed building is described as having a contemporary agrarian character that draws directly on the ranch vernacular of the Chatsworth foothills, the report states. Design elements include low-pitched gable roofs with deep eaves, stone veneer and wood siding, and a standing-seam metal roof, according to the filing details relayed by the outlet.
The building would also be organized around a pair of landscaped courtyards, with a heavy-timber entry gate and porte-cochere marking the entrance, per the same account. Those details come from the application materials rather than from finished construction drawings, and the full September 2026 application package, site plan and architectural drawings have not been independently reviewed, San Fernando Valley Blog notes.
Proposed, Not Approved
It's important to note that the filing represents a proposal, not a green light. The Old Santa Susana Pass Road corridor has seen other residential activity in recent years. A separate subdivision approved in 2019 at 10811–10921 North Old Santa Susana Pass Road allowed 18 new dwelling units alongside the existing Wilson House, which the Chatsworth Historical Society dates to 1918, according to San Fernando Valley Blog's reporting. That earlier project is a different parcel from the current eldercare proposal, and the two are not otherwise linked in available records.
