A 38-year-old man from Cincinnati, Ohio, is behind bars after allegedly arriving at a park in Reading, Pennsylvania, to meet someone he believed was a 15-year-old girl for sexual contact — only to find the person on the other end of the messages was an undercover police officer the whole time. Luis Rivera arrived at Pendora Park at around 8:05 a.m. Monday, expecting to meet the teen he had been communicating with, according to the City of Reading.
Instead, officers with the Reading Police Department were waiting. According to Berks Weekly, the person Rivera had been messaging was an undercover officer posing as a minor, and Rivera had arranged to meet the girl at the park for the purpose of sexual contact. Members of the department's Patrol Division and Criminal Investigations Division took him into custody without incident, per the same report.
Rivera was charged with unlawful contact with a minor and related offenses and remains in custody, held on bail according to court records. NBC10 Philadelphia also reported on his arrest. Berks Weekly reported that he was awaiting arraignment following his arrest. Criminal charges are accusations, and Rivera is presumed innocent unless proven guilty in court, Berks Weekly's report emphasizes.
A Familiar Pattern Across Pennsylvania
Rivera's arrest fits a pattern seen elsewhere in the state, where undercover stings targeting adults seeking to meet minors online have led to arrests and, in some cases, lengthy prison sentences. In Centre County, Christopher L. Crispen, 33, pleaded guilty to one felony count of attempted enticement of a minor after allegedly exchanging messages with an undercover officer posing as a 15-year-old boy and arranging to meet him for sex, according to statecollege.com. Crispen was one of four men charged in November following an investigation led by the FBI, and he faces a mandatory minimum sentence of 10 years in prison under his plea agreement, per the outlet.
A similar case played out in Jefferson County, where Alan Cebula, 43, was charged after allegedly attempting to meet someone he believed was a teenage girl. WTAJ reports that Cebula communicated with an undercover decoy from July 2 through July 31, believing she was 15, and the two arranged to meet Aug. 1 at a gas station in Brookville, where he was taken into custody. He now faces charges including criminal attempt of statutory sexual assault and criminal attempt of involuntary deviate sexual intercourse with a person younger than 16, and was held in Jefferson County Prison after being unable to post his $30,000 bail, according to WTAJ.
