
Imperial Irrigation District is spending roughly $23.5 million to replace transformers that have served Coachella Valley customers for more than 30 years, targeting equipment at three substations before it becomes a bigger problem. The utility says the work will reduce the risk of equipment-related outages and prepare the electric system for growing energy demands across the region.
The replacement projects cover Monroe Substation banks 1 and 2, Coachella Switching Station bank 1, and North La Quinta Substation bank 1, according to KESQ. Transformers at all three sites have served customers for more than 30 years, and IID says engineering, procurement and construction will take place over multiple years, with the new equipment expected to enter service between 2028 and 2029. That timeline is shaped in part by long equipment lead times that delay the process from the outset.

Part of a Broader Modernization Push
The transformer program falls under IID's Powering Our Community Together initiative, which focuses on modernizing infrastructure and strengthening reliable public power service across the utility's service area. IID has said it will continue investing in infrastructure to address aging equipment, meet customers' long-term needs, and improve reliability more broadly, per the same account. IID customers are located across the Imperial and Coachella valleys, and the utility maintains roughly 165,000 electric meters across that territory, according to Hoodline's earlier reporting.
This transformer program is just one piece of a much larger buildout. IID and local stakeholders advanced a $39.6 million project to construct the new Cook Street Substation in Thousand Palms, with Palm Desert City Council approving its cost share, designed to serve 8,000 customers, alongside a $23.2 million upgrade to the Avenue 58 substation in La Quinta, according to the American Public Power Association. In January 2026, IID and the City of Indio also broke ground on a $12 million Avenue 42 Substation upgrade, the first of four joint energy projects between IID and the Indio Electric Financing Authority intended to power up to 16,000 single-family homes. IID has said its cumulative Coachella Valley upgrades now exceed $100 million, aimed at supporting grid reliability for an estimated 35,000 new residential and commercial connections.
Why the Timing Matters
The urgency behind replacing decades-old transformers becomes clearer against the backdrop of recent summer demand. IID's grid recorded a peak summer load of 1,126 megawatts on July 24, 2026, edging close to its all-time summer 2024 peak, according to GPS Business Insider. Severe heat last month prompted a voluntary IID Conserve Alert, while monsoonal storm activity caused localized outages, including an AC failure at Thermal schools during 110-degree temperatures, as Hoodline reported at the time.
Those pressures aren't limited to residential growth. Rising developer interest in AI data centers requiring up to 100 megawatts per site prompted IID to propose a Large Load Tariff in August requiring customers demanding 20 megawatts or more to cover their own grid upgrade costs, a move Hoodline covered as part of the utility's effort to keep massive industrial demand from straining transformer capacity or raising costs for residential ratepayers.
Rates, Governance, and a Ticking Lease
The transformer investment also comes as IID reshapes how it pays for and governs this growth. In January 2025, the IID Board of Directors approved its first electric rate adjustment since 2015 to support grid modernization, ongoing capital investments, and infrastructure reliability, while also setting aside $10 million in bill assistance for customers.
IID has supplied power to part of the Coachella Valley under a 1934 compromise agreement with the Coachella Valley Water District that included a 99-year power lease set to expire in 2033, according to the Holtville Tribune. The lease's looming deadline comes as the district continues funding and building the substation work that keeps the desert grid running through triple-digit summers.
