Three of Capitol Hill's most familiar restaurant names went dark within days of each other this week, after building problems and lease troubles at a single century-old block on 15th Ave E made it impossible for their operator to keep the doors open. Rione XIII and Rubinstein Bagels closed immediately, while Bar Vacilando is set to serve its last customers this Saturday.
The closures all trace back to the same aging structure at 401 15th Ave E, a building that dates to 1927, according to CHS Capitol Hill Seattle News. One House Hospitality, the restaurant group helmed by chef Ethan Stowell, said ongoing building issues made continued operation impossible, and the outlet reports the group lost its leases because of landlord and building problems rather than any decision to walk away from the neighborhood.
Complaints about the building's condition surfaced publicly in early August 2026, when a code compliance complaint described crumbling bricks along the building's East Harrison-side facade. The complaint noted that the matter had been referred to the city's building inspections team, but the same report says no updates followed in the weeks after. Seattle maintains an inventory of unreinforced masonry buildings and has discussed a future ordinance and retrofit categories, per MRSC and the Seattle Department of Construction and Inspections.
A Landlord Behind on Taxes
Property ownership tied to the building has not paid taxes on the parcel since 2023 and now owes more than $135,000 through 2026, according to King County tax records cited in the same report. Court and property records reviewed for that reporting show no active cases or major liens against the property. The same ownership group also includes the building housing Grandad's Barber Shop, which remains open for business, as does neighboring Rainbow Natural Remedies.
The building's history stretches back long before any of the three restaurants arrived. It was an unusually ornate commercial building that originally housed a Piggly Wiggly, and it later served, at various points, as a furniture and appliance store, a TV shop, and even an evangelical church, according to the reporting. Decades earlier the storefront housed one of Seattle's last Piggly Wiggly grocery stores starting around 1930 before becoming a Safeway in 1938, per CHS Capitol Hill Seattle News's earlier history of the block.
Rione XIII's 14-Year Run Ends
Rione XIII, Ethan Stowell's Roman trattoria concept, closed immediately after a 14-year run in the space. Stowell built out the restaurant in 2012, replacing a home decor shop called Tilden with a concept named for Rome's 13th district, Trastevere; the original build included exposed gray brick, large wood beams, and a wood-fired pizza oven, according to a 2012 account from Seattleite. Stowell's broader restaurant group still operates a Tavolàta location on E Pike.
Rubinstein Bagels, which opened in the former Wandering Goose space in 2021, also closed immediately. Andrew Rubinstein, the bagel shop's namesake, had already sold his interest in the business to Ethan Stowell and left the partnership; Rubinstein now focuses on Hey Bagel in University Village. Rubinstein Bagels remains open at its Eastlake, Redmond, and South Lake Union locations. One House Hospitality encompasses multiple brands.
Bar Vacilando's Final Weekend
Bar Vacilando, which belongs to Black Bottle Group and had just celebrated its tenth anniversary on 15th Ave E this past summer, will serve its last day this Saturday.
The closures land on a corridor that has already absorbed significant commercial upheaval. Nearby, the QFC grocery store was closed by Kroger nearly six years ago. That redevelopment, now planned to become a six-story development, is currently paused, even as the Hilltop Apartments opened on a former service station site nearby in 2024.
Wider Shifts in Stowell's Restaurant Group
The 15th Ave E closures follow other recent changes within Stowell's business. In March, his regenerative chicken sandwich venture Mt. Joy abruptly went dark at its flagship Capitol Hill and South Lake Union locations following an ownership transfer. Even so, new activity is arriving on the neighborhood's other commercial strip: a Toasted counter is set to open on E Pike, joining Dingfelder's, which opened on Capitol Hill in 2018 and later expanded into a full-service Jewish deli.
What happens next to the building at 401–405 15th Ave E, including whether its ownership will address the structural complaints or resolve the unpaid taxes, remains to be seen.
