Baltimore County Police homicide listings do not describe Delroy Daley’s case identically. One gives 8240 Church Lane in Precinct 2 Woodlawn and says he was found with several gunshot wounds; another says he was shot to death in his Church Lane apartment in August 1994. The department’s homicide listings identify the same case but differ in how they summarize its location and circumstances.
What is known about the case
Daley, 33, was killed in Windsor Mill on Aug. 18, 1994. Metro Crime Stoppers of Maryland identifies his residence as 8240 Church Lane and says he was found there that day. WMAR-2 News reports that police responded to the 8200 block of Church Lane and that Daley was found in a back bedroom of his apartment with multiple gunshot wounds to the head.
WMAR reports that Daley, known as Tony, was a native of Jamaica and had lived in the United States for seven years. The station also reported that police described him as quiet, that people close to him could not reach him in the days before his family found him, and that he had not appeared at work for several days.
Case status and tips
Daley’s killing remains unsolved, with no one brought to justice. WMAR reports that police are seeking information about what happened at the apartment complex and lists the Baltimore County Police tip line as 410-887-3943.
The original article also notes other agencies’ tip procedures: the Maryland State Police cold-case information says tips may remain anonymous, while the Anne Arundel County Police accepts tips online or by phone at 410-222-4731.
Countywide clearance context
Separately, Fox 45 News reported that Baltimore County Police recorded a 93% homicide clearance rate in 2025. That countywide figure is distinct from Daley’s 1994 case and, on its own, does not show how clearance rates have changed over time or provide a comparison with Maryland overall.
