According to the Fairfield, CA Police Department, RTIC personnel searched the Flock system using a description of the vehicle and located its license plate, which was registered to an address in Fairfield. Drones were then launched to the registered location, and operators located the vehicle itself before officers arrived and found both the man and woman involved. Police identified the suspect as 40-year-old Michael Whitehead, who was arrested on suspicion of kidnapping and other offenses.

Police credited the fast resolution to what they described as alert witnesses who helped authorities respond without delay, and to Flock technology, which they say provides valuable intelligence during incident investigations. The department has repeatedly framed cases like this one around a stated priority of keeping Fairfield safe.

How the Drone Network Closed In So Fast

The speed of the response traces back to infrastructure the city built out over the past year. In June 2025, the Fairfield City Council passed Resolution 2025-115, authorizing $1.75 million over five years for Flock Safety systems to establish the RTIC and launch the city's Drone as First Responder program, according to Hoodline. That investment built out a five-drone fleet across four launch sites — including City Hall, Station 41, the Fairfield Transportation Center, and an eastern facility — capable of flying up to 52 mph to reach emergency scenes within 90 seconds, per KTVU FOX 2.

RTIC operators use Flock 911 software to monitor live emergency calls as dispatchers take them, which lets pilots launch drones simultaneously with dispatch so aerial views are already established by the time ground officers arrive, per the Citizen Portal. That workflow appears to be exactly what played out Tuesday, with dispatch, plate data, and drone deployment converging on the same address almost simultaneously.

Privacy Safeguards Around the Camera Network

The rapid response has also renewed attention on how much data Fairfield's camera network collects and who can see it. The department says access to its Flock Automated License Plate Reader data is restricted to in-state agencies and that the data is retained for 30 days.

A similar barricaded-suspect standoff was reported two days before the August 28 RTIC incident involving two juvenile shooting suspects near Phoenix Drive. In that case, RTIC pilots tracked the suspects across three separate residential locations, letting officers secure search warrants and recover three firearms.

The Legal Threshold Prosecutors Must Meet

Whitehead's arrest was made under California Penal Code Section 207, which defines simple kidnapping as a felony. To sustain the charge, prosecutors must prove non-consensual movement over a substantial distance accomplished through physical force or fear, according to Eisner Gorin LLP. A conviction carries a state prison sentence of three, five, or eight years and counts as a strike under California's Three Strikes law.
