Deputies in Lancaster County are asking for the public's help identifying a suspect accused of walking out of the Heath Springs Dollar General with multiple items without paying for them. The case, logged as number 26-60977, is the latest in a string of theft investigations tied to the same small-town store.
According to the Lancaster County Sheriff's Office, the suspect took multiple items from the store and did not pay for them. The department shared surveillance images of the suspect on Facebook under the post title “Can you help us identify this suspect?” and is asking anyone with information to call (803) 283-3388.
This is not the first time the Heath Springs Dollar General has drawn attention from investigators. In May, the sheriff's office issued a similar public appeal seeking help identifying a shoplifting suspect at the same location under a separate case number, 26-28144, and deputies at the time acknowledged that surveillance photos were limited in quality even as they urged residents to come forward with identifying details. The store was also the site of a 2019 forgery investigation, adding another chapter to a multi-year history of property and financial crime cases at the location.
How South Carolina Law Treats the Alleged Theft
Under South Carolina Code § 16-13-110, shoplifting merchandise valued at $2,000 or less is a misdemeanor punishable by up to $1,000 in fines or 30 days in jail, while property worth more than that amount escalates the charge to a felony. Separately, South Carolina Code § 16-13-120 allows store personnel and law enforcement to legally infer shoplifting intent when a person conceals unpurchased merchandise while still inside a retail store, meaning intent can be presumed even if a suspect never makes it out the door. It remains unknown what value of merchandise was allegedly taken in this case, which would determine whether any eventual charge is filed as a misdemeanor or a felony.
The Lancaster County Sheriff's Office serves as the primary law enforcement agency for Heath Springs and the surrounding rural communities in the county, since small municipalities in the area rely on sheriff's deputies rather than their own police departments for patrol and investigations. The office is led by Sheriff Barry Faile, who was sworn into his fifth term in 2024 after first joining the department as a deputy in 1989; he was named South Carolina Sheriff of the Year in 2018 and has overseen the agency's growth to three times its original size.
A Small Town Where the Dollar General Matters
Heath Springs is a small rural municipality with an estimated population of 885 residents in 2026, covering roughly 1.6 square miles, and its population has grown by more than 20% compared to the 2020 census. In towns this size, a Dollar General often functions as one of the only general retailers around, making repeated theft cases at the store more disruptive to the local economy than they might be elsewhere.
Dollar General is the largest brick-and-mortar retailer in the country by physical footprint, operating more than 20,000 stores across 48 states as of late 2025, and its locations frequently serve as primary general retailers in rural communities like Heath Springs. The chain has also been grappling with theft on a national scale: the company reported a reduction in inventory losses from shoplifting and damage in mid-2026, aided by operational changes such as removing self-checkout stands from hundreds of stores, after total inventory shrink had previously approached $1 billion.
