The building would sit just steps from the Bay 50th Street subway station, served by the D train, putting a fresh crop of housing within easy reach of one of southern Brooklyn's transit lines.
Toby Eng is listed as the owner behind the applications, according to a report from New York YIMBY. The outlet describes the proposed development as 35 feet tall with 8,915 square feet designated for residential space, while a separate account from Marketproof puts the building at 29 feet tall with 9,875 square feet of residential space plus 4,213 square feet of commercial space. The two reports do not agree on which figures are accurate.
Both accounts describe the same eight residences planned for the building. New York YIMBY reports the units would average 1,114 square feet apiece, a scope the outlet says makes it likely the residences will be condominiums rather than rentals.
Steel Frame, Parking, and a Cellar
The proposed building will use a steel-based structure that also includes a cellar and four enclosed parking spaces, per the same New York YIMBY report. Marketproof's filing notes list the permit as submitted on September 21, 2026, with 15 square feet of front-yard space and 46.08 square feet of backyard space factored into the design.
The two sources also diverge on who is credited with the design. New York YIMBY names Jian Yang of Yang Engineering LLC as the architect of record, while Marketproof identifies Jian Yang as a representative of Joseph M. MoRAce, A.I.A., Architect, in the filing. The dossier does not clarify how these two accounts of the architectural relationship fit together.
A Vacant Lot, or Not
The site's current condition is another point where the reporting splits. New York YIMBY describes the lot as vacant, adding that demolition permits will likely not be needed as a result. Marketproof, however, describes an existing two-story low-rise building on the site, constructed in 1920 with 5,978 square feet of space.
No estimated completion date has been announced for the project, according to New York YIMBY's report. That leaves neighbors watching Harway Avenue with a rough sense of what could be coming, but no firm timeline for when construction might begin.
Part of a Wider Gravesend Building Wave
The Harway Avenue filing lands amid a string of small residential projects moving through the pipeline in Gravesend. Another proposal reported in August, at 62 Nixon Court, described a concrete-based structure with no accessory parking, according to a separate New York YIMBY report. Further back, a four-story, five-unit building was reported at 217 Bay 49th Street in Gravesend in 2016, and an existing four-story, 12-unit building at 106 Kings Highway is listed on StreetEasy, pointing to a neighborhood that has steadily added modest multifamily buildings over the past decade.
