A new manufactured home community rising along Field Store Road in Waller is offering something increasingly rare in the Houston area: a path to homeownership for less than $90,000. Indigo Skies will include eight floor plans ranging from 1,100 to 1,600 square feet, with prices starting in the high $80Ks and floor plans offering up to four bedrooms and two bathrooms. Sales are already open, even as construction continues, with a grand opening expected in late 2026 or early 2027.
The community is being developed by Inspire Communities, which describes itself as the owner and operator of manufactured home communities across the country, according to Bisnow. The company says Indigo Skies is intended to make homeownership more attainable, and the pricing bears that out: starting costs in the high $80Ks land well below both the Houston-area median home price of $320,000 and the roughly 20% premium that new construction typically carries over that median, per the same report. Inspire Communities already lists 21 properties in Texas as part of a national portfolio of more than 100 communities.
The homes themselves are built close to home. Champion Homes manufactures the units installed at Indigo Skies at its plants in Burleson and Navasota, according to Champion Homes. The company's Texas facilities produce single-section, multi-section, and modular homes.
A County Racing to Keep Up With Its Own Growth
Indigo Skies is arriving in a county that barely resembles the rural farmland it once was. Waller County was the second-fastest-growing county in the U.S. last year, adding about 3,800 residents, the station's report notes. Separately, U.S. Census Bureau population estimates released in March 2026 put that growth at 5.7% between July 2024 and July 2025, pushing the county's population to nearly 70,000, according to the Texas Tribune.
That surge has outpaced even the county's own projections. Waller County Judge Trey Duhon said in January 2026 that the county was already approaching its projected 2040 population, as reported by KHOU. Local officials described managing the pace of growth as “drinking from a water hose,” per the same report. Waller County has also hired outside consultants to help review development plans, according to Bisnow.
Competing With a Wave of New Subdivisions
Indigo Skies is far from the only development chasing Waller County's growth. Data published in June 2025 by the Waller County Economic Development Partnership showed more than 24 new residential subdivisions in various stages of development countywide, with long-term plans calling for roughly 50,000 new homes. Hoodline previously reported on plans for 700 homes north of Waller tied to the Windy Hill development along the US-290 corridor, part of the same broader growth pattern reshaping the county.
That growth has already strained local infrastructure. Water-pressure problems have also been reported in nearby Lakeview. Thousands of new rooftops — manufactured or otherwise — are placing pressure on utilities, roads, and drainage systems across Waller County.
Manufactured Housing's Bigger Financial Backers
Indigo Skies also reflects a larger shift in who builds manufactured housing in America. Inspire Communities is owned by Apollo Global Management, an alternative investment firm, according to Impact Alpha. Apollo is one of the world's largest asset managers, overseeing more than $1 trillion, the outlet reported.
Nationally, Inspire Communities operates more than 115 manufactured home communities comprising 23,590 home sites, according to a January 2026 tracker from the Private Equity Stakeholder Project. That scale mirrors a broader pattern of institutional capital moving into manufactured home land-lease communities across the country, per the same tracker.
Manufactured housing is part of the Texas housing landscape more broadly. Indigo Skies' high-$80K starting prices put the community below broader manufactured-housing benchmarks.
Indigo Skies will operate as an all-ages community, with homes now available for sale ahead of the grand opening planned for late 2026 or early 2027, according to Inspire Communities' statement to Bisnow.
