A 22-year-old man is in critical condition after being shot at least three times early Monday morning outside a short-term rental property on the 1800 block of North 18th Street in North Philadelphia, where police say a party had been underway. Officers responding around 1:30 a.m. found the man conscious but wounded, along with three shell casings and two live rounds left behind at the scene.
According to 6abc, police were called to the address near Fontain Street after reports of the shooting, and officers determined that a party had been taking place at the apartment when gunfire erupted. The man was taken to a hospital afterward, and as of the station's report, authorities had not determined what led up to the shooting. Police also told the outlet that the short-term rental property has been a source of issues and crimes before, though further specifics on those prior incidents were not detailed.
The location sits on the western edge of Temple University's off-campus patrol zone, which stretches from 18th Street east to 9th Street and from Susquehanna Avenue south to Jefferson Street, according to Temple University Public Safety. Temple's Department of Public Safety patrols that zone around the clock, and the university has noted that more than half of all emergency calls its officers answer involve off-campus incidents that don't involve Temple students, faculty, or university property, per the same department's own account of its operations.
A Corridor With a Troubled Recent History
Monday's shooting adds to a string of violent incidents along the same stretch of North 18th Street. Just nine days earlier, on September 12, a 23-year-old man and a woman were killed in an apparent murder-suicide on the 2300 block of the same street, as Hoodline previously reported, with officers transporting both victims to Temple University Hospital, where they died shortly after arrival.
The 1800 block itself carries its own grim history. In February 2023, it was the site of a carjacking committed by a suspect fleeing after the fatal shooting of Temple University Police Officer Christopher Fitzgerald nearby, according to PhillyVoice. The carjacking suspect allegedly threatened the vehicle owner at gunpoint in order to escape the scene of that initial shooting.
Questions Around the Rental's Licensing Status
Philadelphia tightened its short-term rental rules in January 2023, requiring non-owner-occupied properties leased for stays under 30 days to hold a Commercial Activity License, a Zoning Permit for visitor accommodation, and a Rental License with hotel designation, according to the City of Philadelphia. The city built the two-tier framework specifically to curb unmonitored party houses in residential blocks like this one.
Enforcement of those rules has been inconsistent, however. A March 2024 report by Axios Philadelphia found hundreds of unlicensed short-term rentals still operating illegally across the city, amid Philadelphia's crackdown on rogue rental listings. Local resident groups have pointed to those enforcement gaps as a driver of neighborhood disturbances, including unmonitored parties and the safety risks that come with them.
Part of a Broader, Improving Citywide Trend
The shooting falls within the Philadelphia Police Department's 22nd Police District, headquartered at 17th Street and Montgomery Avenue. The shooting remains under investigation.
Citywide numbers still tell a story of overall improvement even as individual blocks see repeated violence. As of September 11, Philadelphia had recorded 121 homicides this year, a 21.43 percent decline compared to the same point in 2025, according to the City Controller.
The 22-year-old victim from Monday's shooting was taken to a hospital. No arrests have been announced, and the investigation remains ongoing.
