Construction has gone vertical on a new eight-story apartment complex rising near San Pedro's waterfront, with framing now visible at the corner of 155 W. 6th Street and 625 S. Beacon Street. The project, called Jules San Pedro, is planned to bring 281 studio, one-bedroom, and two-bedroom apartments to Downtown San Pedro alongside 1,276 square feet of ground-floor commercial space and parking.

Work on the site began roughly seven months ago, according to la.urbanize.city, and the building is now taking shape as a contemporary podium-type structure with courtyards planned above its parking deck. High Street Residential, a subsidiary of Trammell Crow Company, is developing the project as a joint venture with Haseko North America. At a March 5 ceremony, the companies officially commenced work on the site, according to Trammell Crow Company.

KFA Architecture designed the building, with plans calling for a mix of studio, one-, and two-bedroom residences stacked above the ground-floor retail and parking. Westport Construction is serving as general contractor, and the same Trammell Crow Company announcement notes that construction financing for the project has been fully secured.

What's Planned Inside and On Top

The design includes 1.5 levels of below-grade parking along with sustainability features such as electric-vehicle charging stations and a rooftop solar photovoltaic system, per the same Trammell Crow Company account. Residents are expected to have access to rooftop amenities including a sky lounge and a rooftop deck offering harbor views. Jules San Pedro is described by the developer as an eight-story, mixed-use residential community situated within the San Pedro Waterfront Arts District.

Completion is currently targeted for the second quarter of 2028, though a more precise timeline has not been made public. The project marks Trammell Crow Company's second venture in Downtown San Pedro, following its completed Vivo on Harbor development one block away, which the urbanize.city report notes welcomed its first residents in February 2025.

A Waterfront District in Transition

Vivo on Harbor itself is a 137-unit residential community located one block north of the Jules San Pedro site, according to The Real Deal, and it includes 16 units set aside as affordable housing plus nearly 1,500 square feet of shops and restaurants. Together, the two projects reflect a broader wave of residential investment reshaping blocks near San Pedro's harbor.

Much of that momentum traces back to the nearby West Harbor development, a large-scale waterfront project planned to include commercial space, a concert venue, and other attractions once finished. Reported cost estimates for West Harbor vary significantly across sources — urbanize.city has cited a $500 million figure, while YieldPro has put the project at $250 million and Spectrum News has reported a $550 million price tag.

Plans for West Harbor call for 42 acres of restaurants, shopping, fresh markets, office space, and a waterfront promenade with an open-air amphitheater for live entertainment, according to the Los Angeles Waterfront agency, which also notes the project broke ground on November 12, 2022, and had been slated to open in 2026. Once fully open, West Harbor is expected to draw between 4 million and 5 million visitors annually, per Spectrum News. West Harbor's plans include a waterfront promenade, dining, entertainment and recreation, anchored by a 6,200-seat amphitheater.

For now, the most visible sign of change in Downtown San Pedro is the steel and framing climbing above 6th and Beacon streets, where Jules San Pedro's 281 apartments are expected to welcome residents in a waterfront district still very much under construction.
