A person was shot early Tuesday on Jacksonville's Westside, and now that victim is refusing to cooperate with the officers investigating the case. The shooting happened around 2 a.m. in the 5700 block of Normandy Boulevard, and as of Tuesday morning, no shooter had been identified.
The Jacksonville Sheriff's Office responded to the scene and opened an investigation, according to Action News Jax. Per a JSO news release cited by the outlet, the victim is not cooperating with officers, and the identity of the shooter remains unknown.
Why Police Still Show Up Even Without a 911 Call
A victim's silence doesn't necessarily stall an investigation before it starts. Florida law requires physicians, nurses, and medical facility employees who knowingly treat a patient with a gunshot wound or other life-threatening violent injury to immediately report that treatment to the county sheriff's department, per Florida Statute § 790.24. That mandate places the reporting responsibility on medical personnel.
The stakes for medical staff who skip that step aren't small, either. Florida law addresses willful failure to report a gunshot wound treatment, according to FindLaw.
A Corridor With a Violent Track Record
The 5700 block sits on Normandy Boulevard. It's not the first time this stretch of Normandy Boulevard has drawn police attention for gunfire. Back in April 2022, a driver traveling near Interstate 295 reported hearing gunshots before discovering he'd been struck, an incident that unfolded as part of a string of six shootings across Jacksonville over Easter weekend, per News4JAX.
More recently, JSO detectives investigated a fatal shooting in May along the Normandy Boulevard corridor in the 10100 block near Parrish Cemetery Road, after a man was found dead with a chest wound in a trailer yard, Action News Jax reported at the time. The department has also faced heightened scrutiny over police transparency in recent weeks. Civil rights attorney Ben Crump led public protests and legal demands in August calling for the prompt release of body-camera footage tied to an August 11 officer-involved fatal shooting elsewhere in Jacksonville, according to News4JAX. Separately, on August 18, JSO officers were involved in a fatal shooting on West Beaver Street after a suspect allegedly fired a handgun at a police sergeant, who returned fire and was not injured, per the station's earlier report.
Sheriff T.K. Waters has pointed to the department's Transparency Portal as a way to give residents direct access to crime mapping, call service data, and traffic incident tracking without filing formal records requests. For now, though, the person shot early Tuesday on Normandy Boulevard isn't offering answers, and without a cooperating victim, JSO's search for a shooter remains at an early stage.
