A 36-year-old Bladensburg man was arrested last month after allegedly pistol-whipping a resident of the Arrive Silver Spring apartment complex during a robbery that police say unfolded just as the victim was stepping out of his own front door. Lucas Graves now faces armed robbery, first-degree assault, and related firearm charges, and he is being held without bond at the Montgomery County Central Processing Unit.
According to DC News Now, officers responded to reports of an assault in progress shortly before 3 p.m. on July 18 at the Arrive Silver Spring building in the 8700 block of Georgia Avenue. Police say Graves approached the victim while displaying a handgun as the man was leaving his apartment, then struck him several times in the head with the weapon. The victim fell after being hit, and Graves allegedly took his phone before fleeing, per the outlet's reporting.
Graves was located and arrested on August 20 by the U.S. Marshals Service Capital Area Regional Fugitive Task Force, according to police. The task force, formed in 2004, operates across Washington, D.C., Maryland, and Virginia to track down violent felony fugitives across jurisdictional lines, combining federal agents with deputized state and local officers spanning five federal court districts.
A Familiar Address With a Troubled Past
The Arrive Silver Spring complex at 8700 Georgia Avenue has drawn public attention before. In February 2023, the building was the site of a fatal three-alarm fire that killed one resident and injured 19 others, an incident during which emergency responders broke locks and doors to evacuate occupants and police later arrested a man for burglarizing an evacuated apartment, as reported by NBC Washington via the Montgomery County Police Department.
Graves's arrest also revives scrutiny of his criminal history. In February 2019, he was sentenced to 20 years in prison in Montgomery County Circuit Court for his role in a March 2018 shooting during a feud in the parking garage at Westfield Montgomery Mall in Bethesda, according to Patch. That case involved Graves and a co-defendant allegedly stalking targets inside the mall before opening fire in the garage. How much of that sentence Graves ultimately served before this year's robbery remains unclear from available records.
What Graves Could Face in Court
Under Maryland Code, Criminal Law § 3-403, robbery with a dangerous weapon is a felony carrying a maximum penalty of 20 years in prison, according to FindLaw. The statute covers taking property through force or the threat of force using a deadly weapon or a written claim of one. Separately, first-degree assault under Criminal Law § 3-202 carries a maximum of 25 years and explicitly applies to assaults committed with a handgun or firearm, per Justia.
Robberies Down, But Cross-County Crime Persists
The robbery comes even as downtown Silver Spring has seen notable declines in violent crime overall. Total crime in the district's business area fell 7.6% from 2023 to 2024, according to Montgomery County Government data. Countywide, the discussion also includes major crime categories.
Still, police identified Graves as a Bladensburg resident. The 3rd District covers Silver Spring.
