A manhunt is underway for a 30-year-old Spotsylvania man accused of raping two women at massage therapy businesses along Plank Road in separate attacks six months apart, and investigators warn there may be more victims who haven't yet come forward. Fredericksburg police say Caesar Mario Torres Juarez is responsible for raping a woman at a massage business on Plank Road, and detectives believe he's tied to a nearly identical attack at a spa on the same corridor in Spotsylvania back in March.
According to FOX 5 DC, Torres Juarez is wanted on charges of rape, forcible sodomy, object sexual penetration, strangulation and other offenses. Investigators believe he might be hiding out in South Boston, Virginia, roughly two hours southwest of Fredericksburg, and are asking anyone with information about his whereabouts to contact local police. The station describes him as 5 feet 10 inches tall, about 175 pounds, with black hair and tattoos.
Two Attacks, Six Months Apart, Same Road
The first alleged assault happened March 12, 2026, in the 5000 block of Plank Road in Spotsylvania, while the second occurred August 31, 2026, in the 2100 block of Plank Road in Fredericksburg — nearly six months later, per the Fredericksburg Police Department. Fredericksburg detectives connected the two cases after developing a suspect description with witness help following the August 31 attack, then recognized similarities to an informational flyer the Spotsylvania Sheriff's Office had circulated after the March incident, according to WUSA9.
Torres Juarez is also suspected in the rape of another employee at a different spa on the same road, per the seed reporting from FOX 5 DC. Officers have asked victims of any unreported assaults to come forward, and law enforcement officials have made the same appeal more broadly as the investigation continues.
Retired FBI Agent Says More Locations Could Be Searched
Richard Kolko, a law enforcement expert and retired FBI agent, said there may be more victims tied to the case. He noted that investigators can search additional locations and speak with other massage parlors as they work to determine the full scope of the alleged pattern.
Fredericksburg and Spotsylvania authorities routinely coordinate cross-jurisdictional investigations because the city and county blend seamlessly along shared corridors like Route 3, the Spotsylvania Sheriff's Office notes. Plank Road, also known as Route 3, is a major commercial strip lined with shopping centers and service businesses near Interstate 95, straddling the Fredericksburg-Spotsylvania line, according to the City of Fredericksburg.
What Torres Juarez Is Charged With
In Fredericksburg, authorities charged Torres Juarez with abduction with intent to defile under Virginia Code § 18.2-48, a Class 2 felony that carries 20 years to life in prison and a mandatory suspended sentence of at least 40 years if a life sentence isn't imposed, per the Virginia General Assembly. A rape conviction under Virginia Code § 18.2-61 carries a sentence ranging from 5 years to life, along with mandatory lifelong registration on the state's sex offender registry.
Strangulation, charged under Virginia Code § 18.2-51.6, is a Class 6 felony punishable by up to five years in prison and a $2,500 fine when a person intentionally applies pressure to another's neck in a way that impedes blood flow or breathing and causes injury. Forcible sodomy under Virginia Code § 18.2-67.1 carries the same 5-years-to-life sentencing range as forcible rape.
All of the charges against Torres Juarez remain allegations at this stage, pending the judicial process. The case unfolds against a broader statewide backdrop in which Virginia recorded 18,693 violent crime victims in 2025, a 5.9 percent decrease from 2024, according to the Virginia State Police.
Massage therapy practitioners in Virginia are regulated by the Board of Nursing within the Virginia Department of Health Professions, which requires a minimum of 500 hours of state-approved training and passage of a national exam to hold an active license.
