A 42-year-old Keensburg man is behind bars after a tactical team and sheriff's deputies descended on a home in the 9400 block of Market Street to serve a search and arrest warrant tied to a sexual assault investigation. Quincy Javon Franklin was taken into custody around 2 p.m. last Wednesday, and a judge has since ordered him held without release pending trial.
The case began weeks earlier, on August 19, when the Wabash County Sheriff's Office received a report of an alleged criminal sexual assault, according to WRUL-FM. That report reached Wabash County deputies after the Gibson County Sheriff's Office in Indiana passed along the allegation, the station reports. Investigators spent the following two weeks building a case before securing warrants.
As part of that process, law enforcement arranged a forensic interview through The Guardian Center, according to WSJD 100.5. Headquartered in Carmi, Illinois, The Guardian Center is a non-profit child advocacy center that provides confidential forensic interviews, counseling and support services across eight southeastern Illinois counties, including Wabash County, per the organization's own description of its regional footprint.
A SWAT-Sized Response for a Village of 174
When officers finally moved on Franklin last Wednesday, they didn't go alone. Both the Wabash County Sheriff's Office and the Illinois Law Enforcement Alarm System's tactical team served the search warrant at the Market Street residence, per the same WRUL-FM account. A Special Weapons and Tactics team also assisted in serving the warrant, the station notes.
The show of force landed in one of the smallest municipalities in the region. Keensburg covers roughly 0.26 square miles along Illinois Route 1 and is home to just 174 residents, according to the 2020 U.S. Census figures cited by Wikipedia. ILEAS, created in 2002 in the aftermath of 9/11, is a statewide mutual aid organization made up of more than 900 local law enforcement agencies that deploys regional tactical teams to assist smaller departments on high-risk warrants, according to the Berwyn Police Department's overview of the system.
The search of the property turned up evidence connected to the investigation, WRUL-FM reports. Officers then placed Franklin into custody.
Charges and a Detention Order Under Illinois' New Bail Rules
Franklin was charged with criminal sexual assault, aggravated criminal sexual abuse and unlawful restraint, according to WRUL-FM's reporting. He made his initial appearance last Thursday in Wabash County Circuit Court, where a judge held a detention hearing and ordered him detained pending trial, per WSJD 100.5.
That hearing exists because Illinois no longer uses cash bail. Under the state's Pretrial Fairness Act, which took effect in September 2023, monetary bail was abolished statewide, and prosecutors instead must petition judges to deny pretrial release based on public safety or threat-to-victim assessments in detainable felony cases such as criminal sexual assault, according to the Chicago Alliance Against Sexual Exploitation.
The charges carry substantial exposure. Criminal sexual assault is a Class 1 felony under Illinois law, carrying a mandatory prison sentence of four to 15 years upon conviction, per the Illinois General Assembly's criminal code. Aggravated criminal sexual assault, a related but distinct offense that applies when aggravating factors are present, is classified as a Class X felony carrying a mandatory sentence of six to 30 years, according to Stavros Law Offices' breakdown of the statute. It has not been specified whether that more severe Class X charge applies in Franklin's case, as WRUL-FM's reporting lists his charges as criminal sexual assault, aggravated criminal sexual abuse and unlawful restraint.
Wabash County authorities have said the investigation remains ongoing, and no additional details about potential further arrests or charges have been released.
