A man riding an elevator into his Takoma Park apartment building says he stepped out into the lobby just after midnight and found himself face to face with a stranger holding a gun. Police say the confrontation, reported around 12:04 a.m. on September 13, 2026, unfolded in the lobby of a building on the 7400 block of New Hampshire Avenue, where the suspect allegedly pulled a firearm from a black crossbody bag and racked its slide, sending a round of ammunition clattering to the floor.
According to The MoCo Show, the victim told police an unknown male confronted him the moment he exited the elevator, and that the suspect racked the weapon while it was still inside the bag. The victim left the building immediately and contacted Takoma Park Police, who described the suspect as a white male roughly 16 to 17 years old, wearing a gray shirt, black pants, and a black crossbody bag.
Responding officers searched the building lobby but did not recover the ammunition the victim reported seeing fall to the floor, and a search of the surrounding area did not turn up the suspect. The case remains open under police case number 260040558, and investigators are asking anyone with information to call 301-270-1100.
A Corridor Already Under Scrutiny
The 7400 block of New Hampshire Avenue has been identified in police and public safety reporting about crime and patrol activity. That corridor falls within Ward 6, which accounted for 51.6% of all reported crimes citywide in 2023, per statistics presented at a January 2024 community safety meeting and reported by Montgomery Community Media.
It isn't the first serious firearm incident tied to apartment buildings on New Hampshire Avenue. In April 2021, an off-duty law enforcement officer was arrested following a fatal shooting at the Takoma Overlook Condominiums on New Hampshire Avenue, according to DCist. A separate May 6, 2020, assault involved video of a gun being pointed at a woman in an apartment-building lobby. In 2023, Takoma Park Police Chief Antonio DeVaul had flagged rising regional violent crime concerns and announced targeted hot-spot patrols and overtime shifts along the city's major commercial and residential corridors, according to a public safety update covered by Montgomery Community Media.
What Charges Could Apply
If the teenage suspect is identified, Maryland law offers several avenues for prosecutors. Under Maryland Public Safety Code § 5-133(d), anyone under 21 is barred from possessing a regulated firearm or handgun, a misdemeanor carrying up to five years in prison and a $10,000 fine, according to legal background compiled by FrizWoods. Separately, Maryland Criminal Law § 4-203 addresses carrying or transporting a handgun, open or concealed in a bag, without a valid permit, per the same source.
Displaying or racking a firearm during a dispute can also be charged as first-degree assault under Maryland Criminal Law § 3-202, according to Piereck Law. The suspect is believed to be a minor, and Maryland's juvenile court system was reshaped by 2024's House Bill 814. That law expanded juvenile delinquency jurisdiction involving children as young as 10 in some firearm offenses, according to the University of Maryland Carey Law school's session recap.
Maryland law also gives officers latitude to act quickly in cases like this one. Under Maryland Criminal Law § 4-206, officers who reasonably suspect someone is unlawfully carrying or concealing a handgun are authorized to conduct a limited stop-and-frisk search to protect public safety, according to the Maryland General Assembly. Officers combed both the lobby and the surrounding blocks after the victim's report, but the search came up empty.
Investigation Remains Open
Police have not said whether the suspect lives in the building or was passing through the area. Takoma Park Police, which operates out of city facilities at 7500 Maple Avenue, is asking anyone with information about the case to call 301-270-1100.
