The agency describes itself as the federal government’s primary fugitive-investigation agency and says it has the broadest arrest authority among federal law enforcement agencies, according to the U.S. Marshals Service and a separate agency statement.
Allegations Trace Back to 2020 Racine Assaults
According to the FOX6 report, investigators say Crutcher was involved in a physical argument with a woman at a Racine apartment in 2020. He allegedly grabbed her by the hair, threw her to the ground, kicked her and assaulted her. Underly said Crutcher also smashed the woman's phone; the woman said he took several of her phone chargers.
The report also describes a separate 2020 incident in which prosecutors say Crutcher assaulted another woman after an argument. Underly said Crutcher allegedly struck her with a shovel about six times over her head and body.
2024 Chase Ended With a Crash and MDMA
In 2024, investigators say Crutcher was involved in a Milwaukee pursuit that crossed into Racine County and ended in a crash. They allege he drove more than 100 mph in a 30 mph zone. Officers found drugs at the scene, and Underly told FOX6 Milwaukee that the amount of MDMA recovered was trafficking-level in quantity.
