A Block With a Long, Complicated History
The 300 block of Lamokin Street carries deep roots in Chester's history. It was once the site of Lamokin Village, the city's first low-rent public housing development, built in 1940 to house 350 low-income families, according to the Chester Housing Authority. That complex was later torn down and redeveloped into Chatham Estates using federal HOPE VI grant funding, part of a broader effort to reshape the corridor.
The street has also seen its share of violence over the years. In February 2021, a double fatal shooting at West 3rd and Lamokin Streets led the Delaware County District Attorney's Office to file murder charges against a 15-year-old juvenile, according to a prosecutor's release shared on Facebook.
A Reported Summer Decline in Chester Homicides
Wednesday's shooting arrives at a moment when Chester has otherwise seen dramatic improvement on gun violence. Gun homicides in the city fell 74% and total shooting incidents dropped 65% between 2020 and 2025, according to CBS News, a decline largely credited to the Chester Partnership for Safe Neighborhoods and state-funded community violence intervention programs.
FBI Uniform Crime Report data presented to the Chester City Council showed homicides in the city fell 85% during the summer of 2025 compared to the previous summer, dropping from seven homicides to just one, WHYY reported, citing figures presented by Chester Police Commissioner Katrina Blackwell.
The trend extends beyond Chester's borders. Statewide gun homicides in Pennsylvania fell 46.5% between their 2022 peak and 2025, with 495 firearm homicides recorded across the commonwealth last year, per CeaseFirePA. The commonwealth allocated $62 million in 2025 for Community Violence Intervention programs supporting local prevention initiatives across Pennsylvania cities, the group notes.
What Comes Next
If a suspect is identified, Pennsylvania law would likely shape any prosecution. Under 18 Pa.C.S. § 2702, intentionally causing or attempting to cause serious bodily injury to another person with a firearm constitutes aggravated assault, a felony of the first degree punishable by up to 20 years in state prison, according to the Pennsylvania General Assembly.
