A newly filed application calls for 165 home lots on 103 acres along the Lake-Orange county line, just north of Summer Bay Orlando Resort in Four Corners. The project, called Estates at Cagan Island, would occupy the northernmost section of the sprawling Summer Bay planned unit development and, according to the filing, represent the final residential phase of that community.
The pre-submittal filing lists Rebecca Hammock, who works for the Pape-Dawson civil engineering firm, as the applicant, according to GrowthSpotter. Developers filed the application for the residential subdivision within the Summer Bay PUD in Four Corners, per the Lake County application the outlet reviewed. Lots in the new subdivision are expected to measure 35 feet, and the site sits adjacent to Accolades at Ovation in Winter Garden to the east.
A PUD That's Grown and Shrunk Over Decades
The Summer Bay PUD was established in 1990 and has been reshaped repeatedly since. It was initially allowed 2,461 single-family residential units, 250,000 square feet of commercial uses, and a 312-room hotel with customary accessory uses, the GrowthSpotter report notes, citing a Lake County planning document. The development order was amended in 2007, and the Lake County Board of County Commissioners amended and revised it again in August 2016.
Those 2016 changes reduced the allowed dwelling units from 2,215 to 2,040 and cut hotel rooms from 486 to 250, while commercial retail and service space jumped from 280,020 to 1,250,000 square feet, per the same GrowthSpotter account. The PUD also includes allowance for up to 300 assisted living units, a 150-bed hospital with a 20,000-square-foot emergency center, and 3 acres added for mini-warehouses. Today the PUD covers more than 351 acres, and it was amended again in 2025 to increase hotel rooms by 29.
Neighboring Projects Fill Out the Cagan Corridor
Estates at Cagan Island would not be the only new rooftops in the area. West of the proposed site, Meritage Homes is planning to develop 322 townhomes in the Cagan Crossings East PUD, continuing a neighborhood the builder began in 2022, the report states. Cagan Crossings East's first phase included construction of 323 single-family homes, and the second phase will add townhomes along with roadway, sidewalk, stormwater and utility infrastructure, built out in four subphases that include an extension of Cagan Ridge Boulevard.
That broader stretch has become one of the most active submarkets for new construction in the greater Clermont region, according to Jared Jones, who also reports that civil engineering plans for the Cagan Crossings East Phase 2 site were submitted by Poulos & Bennett. Pointe Grand Crossing, another Four Corners project, is expected to open in December, adding to the pipeline of new construction converging in the area.
Hospitality Projects Also Taking Shape Nearby
Lodging has been part of the area's growth story too. Pursuit Development began construction in April on an extended-stay WoodSpring Suites hotel in Cagan Crossings, a brand owned by Choice Hotels that also operates Everhome Suites and MainStay Suites. The developer secured a $9.2 million construction loan through Suncoast Credit Union for the 122-room hotel, which Pursuit says is anticipated to open in April 2027.
Elsewhere along U.S. 192, the Quality Inn Clermont West Kissimmee, a two-story, 73-room motel at 9330 U.S. 192, changed hands in May. Ashok and Neera Sharma sold the property for $3.5 million to Julio Cruz, who owns Ag Labor in Plant City, GrowthSpotter reported.
No details have emerged yet on who would build the homes at Estates at Cagan Island, what they might cost, or when construction could begin. For now, the filing marks another step in the long, incremental reshaping of a planned community that has shifted its mix of homes, hotel rooms and commercial space multiple times since it was first approved in 1990.
