
A five-story, 200-unit apartment building has formally opened at 1 Webb Avenue in Harrison, bringing studios through two-bedroom units, five acres of preserved open space, and a slice of affordable housing to one of Westchester County's tightest rental markets. The building, known as One Webb Ave, held a ribbon-cutting ceremony marking its completion; New York YIMBY reported that construction is finished.
New York YIMBY reports that the development includes 30 studios, 75 one-bedroom apartments, 11 one-bedroom units with dens, and 84 two-bedroom apartments, and that five percent of the units are set aside as affordable for residents earning 80 percent of the Area Median Income. Westfair Online covered the ribbon-cutting. One Webb Ave was developed by The NRP Group in partnership with RPW Group, with NRP serving as developer, builder, and manager.
Trails, a Dog Park, and a Community Garden
Rather than paving over the entire parcel, the project preserves five acres of the site as open space, including a walking trail system open to the public, a dog park, and a community garden, per the same Westfair account. That garden is operated by Our New Way Garden, a nonprofit based in West Harrison. Separately, Zarin & Steinmetz notes the project includes the rehabilitation of approximately 2.6 acres of wetlands, riparian buffer, and floodplain forest habitats.
Inside, residents have access to two landscaped courtyards with grilling and lounge areas, a heated pool, and fire pits, along with a fitness center, an indoor lounge, a shared workspace with individual work pods, an indoor dining room, a commuter coffee lounge, and a children's playroom, the Westfair report details. Each apartment comes with luxury vinyl plank flooring, flat-panel-front cabinetry, quartz countertops, a tile backsplash, and in-unit laundry, according to The NRP Group's community listing. New York YIMBY also notes the building includes smart locks throughout.
Design, Certification, and a Conflicting Address
The building was designed by Minno & Wasko Architects and Planners and is LEED Silver certified, according to WRE News. That outlet places the five-story project on a 10-acre site, while Zarin & Steinmetz describes the project as spanning approximately 9.5 acres adjacent to RPW's 800 Westchester Avenue office building — itself the onetime corporate home of General Foods, per New York YIMBY. Most coverage, including Westfair's, places the address in Harrison, though NRP Group's own community page lists One Webb Ave as a 200-unit community in Purchase, New York.
A Tight Market Gets a Little Looser
The opening lands in a county where rental vacancy has fallen to a historic low of 1.9 percent, according to a report from the Regional Plan Association. The same report found that average Westchester rents rose 46 percent over the past decade, from $2,051 in 2015 to $2,990 in 2025, and that the county currently faces a housing shortfall of approximately 21,000 units — a gap the RPA projects could widen to between 44,000 and 77,000 units by 2040 if development patterns don't change.
Multifamily buildings with five or more units made up 78 percent of Westchester's permitted residential stock between 2010 and 2024, compared with just 29 percent during the pre-recession cycle, the RPA report found. The county added roughly 27,000 units over that same period, a 0.6 percent annual growth rate the RPA characterizes as insufficient to keep pace with demand. WRE News frames the new building's 200 units as landing in a high-cost suburban market shaped by proximity to New York City and constrained development opportunities.
County officials have taken some steps to close the gap: Westchester established a Housing Flex Fund in 2023 using $90 million in federal ARPA funding, a tool the RPA estimates could support 2,000 additional affordable-housing units. The RPA also projects that fully addressing the county's housing needs could generate up to $82 billion in economic activity, 17,300 annual jobs, and $1.1 billion in earnings.
Environmental Review Left a Paper Trail
A draft environmental impact statement was prepared for the proposed 200-unit Webb Avenue project. A separate New York State Department of Environmental Conservation notice identifies a completed application for the Webb Avenue Residential Development dated September 13, 2023.
