A developer wants to turn heavily wooded land near Scotland Run Golf Club in Monroe Township into a sprawling townhouse community. The proposal calls for 338 townhouses.

According to Inquirer.com, the proposed development is on heavily wooded land in Monroe near the golf club. The property has an abandoned structure and is heavily wooded. Separately, 42Freeway.com reported a 339-single-family attached-home development moving through the planning process for the northwest section of the Fries Mill Road and Route 322 intersection.

A 339-single-family attached-home development is moving through the planning process.

Age Restrictions and Affordable Housing Still Unsettled

It remains unclear whether the homes would be age-restricted, and that ambiguity is part of what the township's board planner wants addressed before the project moves forward. Christopher Dochney, the board planner, questioned whether the townhouses would be restricted to residents aged 55 and older, as required under the property's mixed-use and age-restricted zoning.

Dochney also said that affordable-housing component details should be included in the developer's application before the board signs off. Per his analysis, Traditions at Scotland Run would need 61 of its 338 units to be affordable if an affordable-housing component is built into the project. If, instead, all the townhouses end up as market-rate units, the developer would need to provide 75 affordable-housing units somewhere else in town to satisfy the obligation.

Dochney additionally requested more information about vehicle access for the development, another item the board wants answered before any vote. The developer's request to postpone its planning board appearance, likely until December, gives Scotland Run LLC time to respond to those questions.

Part of a Broader Wave of Development Near the Golf Club

The townhouse proposal isn't happening in isolation. Scotland Run Golf Club itself is planning a second clubhouse, which would serve golf members, while the existing clubhouse would likely continue welcoming the public, the 42Freeway report notes. Nearby, South State is proposing a 33,000-square-foot, three-story headquarters building near the Fries Mill Road and Route 322 intersection, part of a cluster of projects reshaping that corner of Monroe Township.

Township officials, per the same 42Freeway report, have framed the broader development push as a way to bring substantial new tax ratables, jobs, and future economic activity to the community.

Whether the proposal ultimately wins approval remains an open question.
