A brick shattered the front window of a Capital One branch at 247 East 86th Street on the Upper East Side on Monday, and police are now investigating whether the attack was a hate crime. No one was hurt and no arrests have been made.
Graffiti Ties Attack To Anti-Israel Campaign
According to ABC7 New York, the bank's exterior was also scrawled with graffiti reading “Pal,” which investigators are treating as a possible pro-Palestinian reference tied to the window smashing. The station reports the incident is being investigated both as criminal mischief and as a possible bias incident. Images posted by NYC Council Speaker Julie Menin and reported by the Times of Israel showed the fuller message: red graffiti reading “Drop Elbit” and “Pal Action” scrawled across the Capital One doors alongside the smashed glass. “Pal Action” appears to refer to Palestine Action, a campaign that targets entities doing business with Israeli military supplier Elbit Systems, per the same outlet's reporting.
The same report noted that the bank window destruction coincided with broader infrastructure sabotage across the city Monday morning, as anti-Zionist activist channels posted video showing individuals disabling security cameras and drilling into turnstiles at a New York City subway station, with flyers left behind alleging a connection between the company producing the transit equipment and Israel.
Capital One Has Been A Repeat Target
This is not the first time Capital One has drawn attention from activists over its financial ties to Elbit Systems. In April, activists affiliated with “Eject Elbit” and Demilitarize Brooklyn Navy Yard occupied Capital One's Midtown Manhattan headquarters, unfurling banners reading “Capital One Pays For Genocide” to protest a $545 million loan facility to Elbit Systems arranged by a six-bank consortium, with Capital One contributing $90 million, according to a Medium account of the demonstration.
Palestine Action's U.S. branch rebranded in 2024 as “Unity of Fields,” expanding its focus as a direct-action propaganda network targeting infrastructure and financial institutions tied to Israel, according to Recorded Future.
In August, the U.S. Department of the Treasury designated Palestine Action as a specially designated global terrorist organization. The sanctions allow the U.S. to freeze assets of foreign individuals and entities and prohibit U.S. persons and entities from doing business with those sanctioned, The Guardian reported. The Treasury decision followed the group's earlier ban in the United Kingdom under the Terrorism Act.
Legal Stakes If Suspects Are Identified
Under New York Penal Law, intentionally damaging property is ordinarily charged as Fourth Degree Criminal Mischief, a Class A misdemeanor — but damage exceeding $250 elevates the offense to Third Degree Criminal Mischief, a Class E felony, according to Saland Law. Police are also investigating whether the incident was bias-motivated.
The Upper East Side vandalism lands amid a citywide rise in bias-motivated incidents, with anti-Jewish offenses accounting for more than half of confirmed bias incidents.
