
A new affordable housing lottery has opened for 11 apartments inside a brand-new nine-story building in the Bronx, with monthly rents ranging from $1,025 to $2,936 depending on income tier. The building at 354 East 194th Street includes studios, one-bedrooms, two-bedrooms, and three-bedrooms, and prospective tenants have until October 23, 2026 to apply.
The lottery, which launched Thursday, covers a 45-residence building designed by Leandro Nils Dickson Architect and developed by Westorchard Management, according to New York YIMBY. The outlet describes the property as sitting in Fordham Manor, though Urbanize City identifies the same address as part of Fordham Heights. NYC Housing Connect is offering the 11 units to households earning between 40 and 90 percent of the area median income, with eligible incomes spanning $41,726 to $164,880.
What's Available and at What Price
The rents break down by income band. At 40 percent AMI, there's one one-bedroom listed at $1,025 a month, with eligible incomes from $41,726 to $61,080, plus one three-bedroom at $1,368 a month for incomes between $58,046 and $84,160. At 60 percent AMI, two one-bedrooms rent for $1,632 monthly, requiring incomes from $62,538 to $91,620, while a single two-bedroom at that tier goes for $1,933, with eligible incomes of $75,120 to $109,920.
Higher up the income scale, the 80 percent AMI tier includes one one-bedroom at $2,240 a month, open to incomes between $83,383 and $122,160, along with two two-bedrooms renting for $2,662, requiring incomes from $100,115 to $146,560. The top tier, 90 percent AMI, offers one studio at $2,315 monthly for incomes between $85,132 and $122,130, plus two two-bedrooms at $2,936, the highest rent in the lottery, open to households earning between $109,509 and $164,880. The building offers a variety of spacious studio, one-bedroom, two-bedroom, and three-bedroom apartments, per the same Urbanize City report.
Building Amenities and Lease Terms
Residents will have access to bike storage lockers, a shared laundry room, an elevator, and an accessible entrance, according to the lottery listing covered by New York YIMBY. Tenants are responsible for their own electricity, including heat and the stove, while hot water comes included in the rent.
Getting into the building won't be automatic. Prospective renters must meet income and household size requirements tied to each unit's AMI tier before they're eligible to apply through NYC Housing Connect.
A Years-Long Path From Permits to Lottery
The project has been in the pipeline for more than a year. Permits for a nine-story residential building at the same address were filed back in March 2025, with the proposed development described at the time as 90 feet tall and totaling 38,160 square feet of residential space, according to an earlier report from New York YIMBY. That steel-based structure was also planned with a 30-foot-long rear yard, though an estimated completion date was never announced in that coverage.
Transit access to the site has also been described two different ways. The 2025 permit coverage placed the lot near the Kingsbridge Road subway station, serviced by the B and D trains, while Urbanize City's more recent account puts the building four blocks from the Kingsbridge Road stop and names only the D train as service there.
For now, the clock is running on applications. Anyone hoping to land one of the 11 units has until October 23, 2026, to submit an application online or have it postmarked, closing out the latest chapter in a Fordham-area project that first surfaced in city permit filings more than a year ago.
