A former fast-food manager who ran a Saladworks in Plumstead Township and a Wendy's in Doylestown Borough was sentenced to 11½ to 23 months in the Bucks County Correctional Facility after admitting he supplied underage workers with drugs and alcohol and assaulted two teenage employees. Richard Mark Brooks, 33, pleaded guilty to multiple drug- and alcohol-related charges and entered pleas to two counts of indecent assault in a case prosecutors say stretched across four years.
A Years-Long Pattern at Two Bucks County Restaurants
According to the Bucks County District Attorney's Office, Brooks pleaded guilty to possession with intent to deliver a controlled substance, corruption of minors, selling or furnishing alcohol to a minor, distribution of a small amount of marijuana and possession of a controlled substance. The office said he regularly supplied underage workers with alcoholic beverages, medical marijuana cartridges, nicotine products and his own prescription Adderall, conduct it tied to both the Saladworks location and the Wendy's restaurant on North Main Street in Doylestown Borough. Court records reviewed by PhillyBurbs show Brooks managed the two restaurants in Plumstead and Doylestown from 2020 to 2024, the same window investigators say the misconduct took place.
The case traces back to April 2025, when Plumstead Township Police received a ChildLine report alleging that a juvenile Saladworks employee was being groomed, according to the district attorney's office. Detectives later identified what they described as similar conduct spanning 2020 through 2024 involving underage employees at both businesses, as reported by The Philadelphia Inquirer. The investigation expanded into a joint effort between Plumstead police and the Central Bucks Regional Police Department, the Inquirer reported.
Indecent Assault Allegations at the Wendy's
Investigators determined that Brooks indecently assaulted two teenage employees without consent at the Wendy's location, according to the district attorney's office. WFMZ reported that the two assaults involved teenage Wendy's employees, with one incident occurring in a bathroom and the other in the restaurant's walk-in freezer. Both WFMZ and PhillyBurbs' original reporting described Brooks as entering no-contest pleas to the two misdemeanor indecent-assault charges.
The prosecution had initially been far broader. PhillyBurbs reported that Brooks was originally charged with more than 50 felonies before prosecutors narrowed the case, with all but seven charges eventually withdrawn. The seven remaining counts formed the basis of his guilty and no-contest pleas.
Sentencing and Registration Requirements
A judge in Bucks County Common Pleas Court ordered Brooks to serve 11½ to 23 months, according to the district attorney's office, which also reported he will serve the sentence in the Bucks County Correctional Facility. 6abc described the sentence as 11 to 23 months, while the district attorney's office stated it was 11½ to 23 months.
Brooks was also designated a Tier I sex offender and will be subject to mandatory sex-offender registration requirements for 15 years, the district attorney's office said. The case's sentencing outcome follows months of legal maneuvering after prosecutors dropped the bulk of the original felony counts, a reduction first detailed by PhillyBurbs earlier this year.
