The Burke County Sheriff's Office says it cannot locate a registered sex offender wanted on an outstanding warrant, and the complication that comes with searching for a suspect who, according to the agency, has no fixed address at all. Jessie James Goin, born October 31, 1978, is wanted on a charge of failing to report a new address as a sex offender, with his last known address listed simply as homeless in Burke County.
Goin's case appeared on the Burke County Sheriff's Office Facebook page as part of its ongoing Most Wanted postings. The office maintains a broader list of individuals it says currently have outstanding warrants in Burke County, and as burkenc.org states, “The following individuals currently have outstanding warrants in Burke County and have not been located by law enforcement officers.”
Goin's name sits among those the sheriff's office says have evaded contact with deputies despite the active warrants. The agency has not released a photograph, physical description, or details about when or where Goin was last seen, and it is not clear from available information whether the warrant remains active as of publication or whether he has since been located.
What the Charge Involves
The charge against Goin centers on North Carolina's sex offender registration requirements, which mandate that registered individuals report address changes to local sheriffs. Under state law, the consequences for noncompliance can be significant: according to the North Carolina General Assembly, if a registered offender cannot be found and has failed to report a change of address, that person is subject to the penalties outlined in G.S. 14-208.11 — unless they report in person to the sheriff and can prove they have not actually changed their residential address.
The registration system itself is designed to track where sex offenders live across the state. The North Carolina Sex Offender Registry is described by the North Carolina Department of Adult Correction as a database showing the residential locations of registered sex offenders statewide, maintained by the North Carolina State Bureau of Investigation, per the agency's own description. A listed address of homeless complicates that tracking system in cases like Goin's, since there is no fixed residence for deputies to monitor or verify.
Sheriff's Office Seeks Public Help
With Goin unaccounted for, the sheriff's office is leaning on the public for leads. The agency is urging anyone with information about his whereabouts to come forward, consistent with its standard appeal for help locating individuals named in its Most Wanted postings.
