District Judge David Boling found probable cause in Robert L. Carter’s case on Oct. 28 and set bond at $200,000 cash or surety, according to NEA Report’s account of first-appearance paperwork. Carter, 53, of Helena, is due back in court Dec. 16; Jonesboro Right Now also reported that he would be required to wear a GPS monitor if released.
Charges and allegations
The first-appearance paperwork lists allegations of possessing methamphetamine with intent to deliver, possessing drug paraphernalia and marijuana, resisting arrest, fleeing, driving while his license was cancelled, suspended or revoked, and failing to signal, NEA Report said. The charges have not been proven in court.
Account of the arrest
According to the affidavit as described by NEA Report and Jonesboro Right Now, Officer Chaffin stopped Carter’s Chevrolet Cruze on Poplar Street on Oct. 27 after an alleged failure to signal. Police allege Carter ran after the officer tried to detain him. The officer used a Taser, and a responding K-9 was later deployed; the affidavit alleges Carter struggled with the dog and that its handler struck him to stop the struggle.
The reports say officers searched the car after the dog alerted and found suspected methamphetamine in a sock, along with scales and three phones. Carter was taken to St. Bernards for treatment before being transferred to the Craighead County Detention Center, according to NEA Report’s account of the affidavit.
